Requirements (Education, Experience, Licensure, Certification):  Bachelor’s degree in Social Work, Psychology, Special Education, Therapeutic Recreation, Sociology, Criminal Justice, Human Services (including a clinical practicum of at least one (1) year), Mental Health Counseling, Rehabilitation Counseling, Pastoral Counseling, Marriage and Family Therapy, Public Administration, Business Administration or other closely related field etc.) from an accredited college or university; AND Seven (7) years administrative/managerial experience. AGENCY-PREFERRED QUALIFICATIONS: Masters in Social Work or MBA Job Duties (Summary) Manages and directs the day-to-day operations of Permanency, Kinship Engagement, Utilization Management, Family Resources, Educational Programs, Multi-System program areas; Plans and administers high-quality program and service areas responsible for direct service provision and contracted resources in accordance with ORC, OAC and the Family First Prevention Services Act (FFPSA); Provides system of care to support Children’s Services outcomes associated to safety, well- being, permanency prevention services, internal workforce, and practice outcomes; Provides direct supervision to Section Chiefs and Program Directors, with an emphasis on family preservation and prevention, prioritizing kin when out of home care is necessary for child safety, and permanency for children; Develops and sustains a high quality comprehensive system of supports and programs responding to the needs of families and highlighting parental strengths: connecting families to supports and interventions to improve protective factors, promote resiliency and capacity to parent their children on their own, reduces reliance on congregate care consistent with Family First Preventions Services (FFPSA); Ensures prompt, professional and compassionate delivery of culturally relevant, trauma informed, family centered child welfare practices; Ensures equity, addresses implicit bias and confirmation bias; Acts to monitor and safely reduce the overall number of children in HCJFS custody and congregate care settings ensuring specific focus on reducing the disproportionality of children of color in care; Engages with all community partners and key stakeholders to continually evaluate and improve policy, practices and outcomes for families; Works in collaboration with all program and service delivery areas to implement a safety practice and prevention model; Establishes benchmarks, fidelity measures and ensures compliance. Acts as a catalyst for identified program change and innovation; Studies existing processes and develops a program process plan to identify current workflow steps, highlighting efficiencies and inefficiencies impacting the outcomes; Uses data to establish standards and benchmarks for practice improvement; Monitors progress, eliminates barriers and inefficiencies; Ensures prompt, efficient and compassionate response to internal and external customers; Monitors findings, patterns and makes recommendations to remedy identified impediments; Monitors implementation of new programs, changes, and recommendations; Monitors performance of cases and serves as point of contact for Permanency cases and any associated case specialties to Children Services Director; Implements productive leadership styles; Coordinates inter-agency projects with child welfare and mental health service systems to increase safety and permanency for children; Provides case work consultation to Children’s Services section chief’s and directors. Performs strategic role in Children’s Services planning and budget process, and specific program functions/initiatives; Hires, transfers, suspends, layoffs, recalls, promotes, discharges, assigns, rewards or disciplines employees as needed, to responsibly direct them, to adjust their grievances or to effectively recommend such actions, with all preceding requiring independent judgment; Approves time off requests; Provides supervision and consultation to Permanency Section Chief and Multi-Systems, Kinship Engagement, UM, Educational Program, and Family Resources Directors; Oversees evaluation of Children’s Services supervisors that report to Section Chief and Directors in chain of command; Ensures management and staff compliance in meeting standards and timely response in managing child safety; Utilizes performance metrics to measure the organization's activities, behavior and performance (i.e., safety, time, cost, resources, scope, quality, and actions) focusing on the performance against customer requirements and value; Continually assesses and recommends necessary organizational changes to successfully implement practice improvements; Establishes, analyzes, interprets and evaluates agency-wide program policy, procedures and objectives to maintain agency functions and responsibilities at optimum level; Ensures compliance with federal, state, local laws and rules and all contract requirements and standards; Implements strategies to integrate best protection service delivery to families and casework staff; Utilizes resources to achieve efficient and effective case work practices; Sets priorities for assigned program area and allocates resources accordingly; Develops and manages necessary reports and forms; Utilizes computer in performance of duties; Manages case records to ensure confidentiality; Reviews contracts and ensure specifications are met per contract; Holds monthly or quarterly meetings with contractors to ensure alignment and compliance with specific models as applicable; Provides oversight to the development to a comprehensive program to the safety model including services delivery in Kinship, UM, Educational Programs, Family Resources, Multi-Systems Director, and Permanency; Consults with ODJFS staff regarding state and federal directives and contract compliance for proper interpretation and implementation within HCJFS; Consults with contract providers regarding directives and compliance with contracts. Conducts case application and fidelity reviews to ensure continued growth and alignment with enhanced safety decision making and support of Children’s Services casework practice; Attends and conducts meetings; maintains liaison with public officials, private agencies, and general public; coordinates and manages inter-agency projects; strengthens collaboration between agencies; may orient and counsel new professional personnel; explains policies and programs; responds to telephone and written inquiries and complaints. Performs other related duties as assigned.
