Deputy Director, Psychiatric Center 2 Operations

Creedmoor Psychiatric Center (CPC), a Joint Commission accredited Office of Mental Health (OMH) facility, is recruiting a Deputy Director, Psychiatric Center 2 Operations (DDPC 2 Ops) to serve as the Director of Outpatient and Community Services.

The Director of Outpatient and Community Services serves as an essential member of CPC's Executive Leadership Team. Under the general direction of the Executive Director, the Director of Outpatient and Community Services is responsible for the direction and oversight of CPC's community service programs, including Family Care, two outpatient clinics, satellite clinic providing services to an adult home, Mobile Integration Team (MIT), Care Coordination Program, and an Assertive Community Treatment (ACT) Team, in addition to 146 residential beds. The Director of Outpatient and Community Services, working in close collaboration with the DDPC 2 Ops for Inpatient Services, will design, develop, evaluate, and ensure the effective operations of all CPC's adult outpatient programs including:

  • Establishing and maintaining safe environments for patient care with a focus on evidence-based programs, cultural competence, and community care.
  • Participating in the development of CPC's short and long term goals.
  • Establishing policies and procedures to ensure efficient and effective service delivery.
  • Monitoring and overseeing staffing, assignments, and work schedules to ensure quality patient care.
  • Ensuring service delivery complies with OMH guidelines, values, and regulatory agency standards.
  • Maintaining working relationships with external organizations to maximize resources and implement program goals.
  • Supervising and coordinating activities of subordinate managers.

Minimum Qualifications:

Education: Master's degree in a mental hygiene discipline (including physician assistant, occupational therapy, physical therapy, social work, speech pathology and audiology, communication disorders, psychology, recreation therapy, rehabilitation counseling, education, nursing), hospital administration, community mental health, business or public administration or other administrative area specifically related to health care, behavioral or social science or a valid license to practice medicine in New York State or Canada.

AND

Experience:

Seven (7) years of administrative, consultative, or supervisory experience in a mental health program, three (3) years of which must have been managerial experience, including one or more of the following:

  • One (1) year of experience in a position comparable to Clinical Chief of Service or Director of Mental Health Rehabilitation;
  • OR
  • Two (2) years of experience in a position as administrative head of a multidisciplinary treatment team;
  • OR
  • Two (2) years of professional, supervisory, or administrative experience in the development, operation, and/or implementation of the mental health service delivery system for State facilities, counties, or local/private agencies in three (3) or more of the following areas: program development, management procedures, community organization, resource planning, funding, program proposals, advisory boards, consumer and community advocacy and intergovernmental relations.

Additionally, all candidates must be eligible to participate in Federal health care programs (e.g., Medicaid). Individuals excluded from participation in these programs will not be considered.

CPC, a Joint Commission-accredited facility, located in Queens Village, NY, provides a continuum of care to individuals from the borough of Queens who require intermediate and extended mental health treatment through inpatient and outpatient services. CPC is a large, urban facility with 337 inpatient beds, 146 outpatient residential beds, an Assertive Community Treatment (ACT) Team, and a wide array of other outpatient programs. CPC also sponsors the Accreditation Council for Graduate Medical Education (ACGME) accredited Psychiatric Residency Program affiliated with Columbia University Vagelos College of Physicians and Surgeons.
