What We Offer The City and County of Denver offers competitive pay commensurate with education and experience. New hires are typically brought into the organization between $210,000 and $240,000 per year, based on experience and education. We also offer generous benefits for full‑time employees, including a guaranteed life‑long monthly pension, 457B retirement plan, 140 hours of PTO earned within the first year plus 12 paid holidays, 1 personal holiday, 1 wellness day, 1 volunteer day per year, and competitive medical, dental and vision plans effective within one month of the start date.
Location Denver, CO – The City and County of Denver uses a hybrid model workplace that balances public service responsibilities with a flexible work environment. Employees work where needed at a city site and/or in the field several days a week and telecommute remotely at a designated workplace within the State of Colorado for the remaining days.
Who We Are And What You’ll Do OHR provides essential services and support to the 10,000 employees and more than 40 agencies that make up the City and County of Denver. As Deputy Director, you will provide citywide strategic direction and execution of HR planning and design to align with overall OHR, workforce, and city goals. You will lead high‑pressure initiatives, build a cohesive strategic plan, translate strategy into action, and champion people and culture through change management.
Provide forward‑thinking and innovative HR leadership: build a strategic plan across HR functional areas, implement effective HR processes, lead organizational climate and culture initiatives, and manage HR strategies, systems, and metrics to support data‑driven decision‑making.
Translate strategy into action: assess challenges, identify flexible, effective solutions across all HR disciplines, and manage tactical work when needed.
Lead through growth and change: manage change‑management initiatives that impact all levels of the organization in a complex environment.
Champion your people: lead a team of HR Directors, support quality, development, diversity, and engagement of staff, and build strategies with OHR and citywide stakeholders.
Model cross‑cultural agility: utilize self‑reflection, self‑awareness, and high emotional intelligence to shape a culture of diversity, equity, and inclusion aligned with the City and County of Denver’s STARS Values.
Motivate and influence others: influence leaders and staff at all levels, provide cross‑functional advice, and step in for the Executive Director in critical contexts when needed.
Authentically collaborate with a variety of stakeholders: build trusting relationships and advance the goals of OHR citywide.
What You’ll Bring Our ideal candidate has deep expertise in multiple human resources disciplines with experience leading at least two HR functions, a proven track record managing and developing a high‑performing HR team, and a deep understanding of organizational change management and strategic HR practices. Exceptional interpersonal, relationship‑building, and data‑driven decision‑making skills are essential.

Prior strong experience managing staff and leading and developing a high‑performing HR team.
Demonstrated experience leading human resources in a large, complex environment of 1,000+ employees.
Ability to lead human resources change initiatives across multiple industries in a complex matrix organization.
Deep expertise in organizational change management and strategic HR practices.
Exceptional interpersonal and relationship‑building skills with staff at all levels of an organization.
Ability to overcome barriers and meet goals, especially in a fast‑paced environment.
Professional HR certifications (e.g., SHRM‑SCP, SPHR) are a plus.
Minimum Qualifications
Bachelor’s Degree in Business Administration or a related field.
Twelve (12) years of professional level human resources experience, including five (5) years managing a human resources function.
Two (2) years of the appropriate type and level of experience may be substituted for each required year of post‑high school education.
Additional appropriate education may be substituted for the minimum experience requirements.
