Deputy Director of Operations Position Title: Deputy Director of Operations, Office of Innovation, Delivery, and Performance Department: Mayor’s Office of Innovation, Delivery, and Performance Reports To: Executive Director of Innovation, Delivery, and Performance Salary Commensurate with experience Position Summary: The Deputy Director of Operations is a critical management role within the City's Office of Innovation, Delivery, and Performance. This position is responsible for assisting the Executive Director with the day-to-day operational management of the office, ensuring efficient and effective delivery of innovative solutions and performance improvements across city departments. In collaboration with the Executive Director, the Deputy Director will drive process improvements and support the implementation of key initiatives, promoting a culture of data-informed decision-making and continuous improvement. Essential Duties and Responsibilities: Operational Leadership and Management:   Assist with managing the daily operations of the Office, ensuring smooth and efficient workflow and policy compliance. Develop and implement operational policies and procedures to enhance efficiency and effectiveness. Manage the office's budget, including forecasting, expenditure tracking, and resource allocation. Supervise administrative staff and manage vendor relationships. Ensure compliance with all relevant city policies and regulations.
Performance Management and Data Analysis:   Collaborate with the performance team to establish and monitor key performance indicators (KPIs) for city services. Analyze performance data to identify trends, opportunities for improvement, and potential risks. Develop and implement strategies to improve service delivery and operational efficiency based on data analysis. Support the development and maintenance of performance dashboards and reports for city leadership.
Project Management and Implementation:   Lead the operational aspects of innovation projects, ensuring timely and successful implementation. Manage PMs' project plans, timelines, and budgets. Coordinate with city departments and external partners to ensure effective collaboration and communication. Monitor project progress and provide regular updates to the Executive Director.
Process Improvement and Innovation:   Identify and implement process improvements to enhance operational efficiency and effectiveness. Promote a culture of innovation and continuous improvement within the office and across city departments. Research and evaluate best practices in government innovation and performance management. Support the implementation of new technologies and tools to improve service delivery.
Stakeholder Engagement and Communication:   Build and maintain strong relationships with city departments, community organizations, and other stakeholders. Communicate effectively with all stakeholders, providing regular updates on office activities and initiatives. Facilitate meetings and presentations to communicate performance data and project updates.
Required Knowledge, Skills, and Abilities: Strong leadership and management skills. Excellent analytical and problem-solving skills. Proficiency in data analysis and performance management. Strong project management skills. Meticulous attention to detail Excellent communication and interpersonal skills. Ability to work effectively with diverse stakeholders. Knowledge of government operations and public administration. Proficiency in budget management and financial analysis. Strong understanding of process improvement methodologies. Education and Experience: Bachelor's degree in public administration, business administration, or a related field (Master's degree preferred). Minimum of 5-7 years of experience in operations management, preferably in a government or public sector environment. Experience in performance management, data analysis, and project management. Preferred Qualifications: Master’s degree in a related field
8-10 years of progressive operations management experience
Adept at data visualization tools (Microsoft Power BI, Microsoft Excel, Tableau, etc.)
