Overview GovCIO is currently hiring for a Deputy Director, Develop Operations role. This position will be located in Fort Bragg, NC and will be a hybrid-remote position with occasional on-site duties on Fort Bragg, NC. Responsibilities Architect the Dev Unit's foundation in partnership with the CTO, developing mission statements, operating procedures, and governance frameworks that reflect cutting-edge thinking in innovation Champion performance metrics to gauge the Dev Unit's evolution and identify directives and processes that require transformation to support the next generation of product development Orchestrate end-to-end product lifecycles for the Dev Unit's inaugural projects, unifying cross-functional teams from problem discovery to product launch Strategize and manage the product roadmap for initial MVP releases, ensuring alignment with USSOCOM's overarching strategy Embed Agile and DevOps best practices, enhancing speed, security, and quality of software delivery to meet mission-critical needs Recruit and cultivate premier talent, assembling the inaugural team of developers, product managers, UX designers, and DevOps engineers Foster a culture of innovation and mentorship, promoting continuous learning and professional development Partner with Senior Enlisted Leaders to leverage operational perspectives in shaping development strategies, milestones, and retention programs Bridge operational needs and product solutions, ensuring user-centric deliverables Cultivate strategic partnerships with program sponsors, functional leads, and external collaborators Guide the adoption of pioneering technologies and tools to enhance software delivery Set the standard for Agile, DevOps, and cloud-native architectures with strong cybersecurity and accreditation practices Define expectations for code quality, security, and documentation, and drive continuous process improvement Build a culture of knowledge exchange and capture lessons learned for broader organizational impact Conduct regular performance reviews and measure outcomes against strategic objectives Inspire a broader community of practice and champion growth of parallel development units Identify scalable best practices for translation to other military and public-sector efforts Qualifications Bachelor's degree with 8-12 years of experience (or commensurate experience) Clearance Required: T/S SCI At least 10 years of progressively responsible experience in software development, product management, or leading technical teams Proven success in standing up new technical initiatives within large, matrixed organizations (military/DoD experience highly desirable) Proven track record of recruiting and scaling high-performance product development Mastery of Agile and DevOps practices, including CI/CD pipelines and cloud-native Familiarity with technical product leadership and robust product discovery processes Knowledge of DoD cybersecurity and accreditation processes is strongly preferred Strong ability to build and manage diverse, cross-functional teams Executive communication skills to translate technical concepts for senior leaders and operational personnel Strategic problem-solving and ability to drive innovation and scale processes Strategic Vision: ability to shape long-term trajectory of newly formed units Superior Communication: ability to deliver clear narratives to technical, operational, and senior leaders Collaborative Leadership: ability to foster cross-disciplinary collaboration Adaptive Mindset: thrives in fast-paced environments Transformational Mentorship: focus on developing emerging leaders Preferred Skills and Experience PMP PMI Agile Certification (PMI-ACP) Certified DevOps Professional AWS Certified DevOps Engineer – Professional Microsoft Certified: Azure DevOps Engineer Expert Docker Certified, Kubernetes Administrator (CKA) Google Professional Cloud DevOps Engineer HashiCorp/Terraform certifications and related DevOps credentials Company Overview GovCIO is a team of transformers—people who are passionate about transforming government IT.
