The ideal candidate will have experience conducting and leading environmental permitting efforts with California utility companies, along with technical expertise in natural resource permitting, CEQA/NEPA, and large-scale capital projects in California. This Consulting Director, Planner/Regulatory Specialist, Power and Renewables role offers significant career growth opportunities. The role also offers potential growth in Account Management and people leadership. ERM'S CAPITAL PROJECT DELIVERY SERVICE: ERM's Capital Project Delivery (CPD) team focuses on supporting project development in power, technology, telecommunications, mining, chemical, transport, and infrastructure sectors. Our goal is to assist clients in achieving project success from planning through construction and operation, while managing impacts on environmental, social, health, and cultural resources. By integrating these considerations early in project planning, we help clients meet environmental/social performance objectives, reduce capital and operating costs, and avoid delays. ERM's CPD service has been our highest growth area globally, increasing over 20% annually for the past 5 years. You will join a vibrant technical community of over 1,000 CPD professionals worldwide, with diverse technical disciplines and sector experience. Our team is renowned for supporting some of the most challenging development projects globally, attracting and retaining highly skilled consultants. RESPONSIBILITIES: Serve as Expert Biologist/Regulatory Specialist for environmental impact assessments under CEQA and NEPA, and natural resource permitting for ERM clients' capital projects (e.g., data centers, power, electrical transmission, renewable energy projects). Oversee preparation of technical studies and impact assessment documents, including Environmental Impact Reports (EIRs) and Mitigated Negative Declarations, acting as program manager, lead technical expert, or QA/QC. Develop permit strategies, specify best management practices, oversee permit applications, and negotiate conditions with agencies. Manage permitting and compliance for telecom, energy infrastructure, and linear development projects, focusing on agencies such as U.S. Army Corps of Engineers, California Coastal Commission, U.S. Fish and Wildlife Service, California Fish and Wildlife Service, and Regional Water Quality Control Board.
Contribute to existing account teams by diversifying ERM’s services and shaping client engagement strategies. Collaborate with Account Directors/Managers on client development, sales, and service delivery to add strategic value in electric/gas transmission and development markets. Identify and shape client needs for ERM services. Lead and mentor a high-performance team, overseeing project work of staff consultants, nurturing talent, and expanding their responsibilities. Work collaboratively across teams to grow ERM’s global business and lead client and practice teams. Drive innovation within the Impact Assessment and Planning services to meet client needs and differentiate ERM in the market. Ensure compliance with health & safety standards, financial targets, project budgets, schedules, client satisfaction, and internal risk and contractual requirements. REQUIREMENTS: BS in biology, environmental science, or related field. 8+ years of consulting experience, particularly with electric/gas transmission and markets in California. Strong business acumen to understand risks, challenges, and opportunities for enterprise solutions. Proven track record in delivering multi-million-dollar environmental programs or winning large projects. Established relationships with California utility companies, especially PG&E, SCE, and Sempra, to leverage for new opportunities. Ability to cultivate new client relationships and collaborate with existing account teams. Deep understanding of impact assessment issues within California’s electric/gas transmission sector and CEQA best practices. Experience developing CEQA and NEPA documents, with familiarity with California Public Utilities Commission General Order 131-D preferred. Recognized technical expertise and reputation with regulators relevant to CEQA approvals. Strong leadership skills with a passion for managing and developing teams. Positive, collaborative attitude driven by ERM’s global success. Additional Requirements for MS Degree: MS in biology, environmental science, or related field. 15+ years of consulting experience, notably with California's electric/gas transmission markets. The annual base pay range for this position is $138,383 - $198,146 (USD) , with actual pay based on education, experience, skills, location, and other factors. Bonus eligibility may apply.
