POSITION PURPOSE
The Clinical Programs Director is a strategic and operational leader responsible for overseeing and advancing specialized respiratory care programs within a population health framework. This role focuses on Population Outcome Management, Complex Respiratory Management, Enhanced Respiratory Care, Quality Enhancement Initiatives, and Remote Monitoring to improve patient health outcomes, reduce readmissions, and optimize care delivery.
The Director will lead multidisciplinary teams, partner with executive leadership, and collaborate closely with external stakeholders, including chief executives, clinical leaders, payors, and regulatory bodies-to develop and implement innovative clinical programs that address high-risk patient populations.
This position combines clinical expertise, operational management, and strategic program development. The Director will ensure that all programs are evidence-based, compliant with regulatory standards, financially sustainable, and aligned with the organization's mission to deliver exceptional, patient-centered care.
In addition, the role will oversee product and service customization to meet client needs, manage multiple high-priority projects simultaneously, and ensure client satisfaction through proactive communication, transparent reporting, and consistent delivery of measurable results.
DUTIES & RESPONSIBILITIES
Program Leadership & Strategy
Lead the design, implementation, and continuous improvement of respiratory care and population health programs targeting complex, high-risk patient populations. Translate organizational goals into operational strategies that improve clinical quality metrics, patient outcomes, and program scalability. Collaborate with senior leadership to align program priorities with business objectives, population health initiatives, and value-based care models. Stay current on emerging trends, research, and innovations in respiratory care, telehealth, and population health management to inform program development. Clinical Oversight & Quality Management Provide clinical direction and oversight for respiratory care protocols, ensuring adherence to evidence-based best practices and regulatory standards. Monitor program performance through key quality indicators such as readmission rates, patient adherence, and disease management outcomes. Drive Quality Enhancement Initiatives by identifying gaps in care, developing corrective action plans, and promoting a culture of continuous improvement. Ensure remote monitoring programs are effectively integrated into patient care plans and that data is used to proactively intervene in patient health decline. Client & Stakeholder Engagement Serve as the primary liaison for high-profile clients and partners, including chief executives and healthcare leadership teams. Assess client needs, articulate requirements internally, and oversee the customization of programs and services to meet those needs. Build and maintain long-term relationships with clients to ensure high satisfaction and program adoption. Operational & Project Management Oversee multiple concurrent projects, ensuring on-time delivery, budget adherence, and alignment with organizational goals. Maximize the use of company assets while minimizing waste through effective resource planning and operational efficiency. Lead cross-functional teams, ensuring clarity of roles, responsibilities, and deliverables. Develop, manage, and interpret operational and clinical data models to facilitate decision-making, training, and performance tracking. Team Leadership & Development Mentor, coach, and develop clinical and program management staff to achieve individual and departmental goals. Foster an inclusive, high-performing team culture that values innovation, collaboration, and accountability. Provide training and workforce development programs to enhance staff capabilities in respiratory care and population health management. EDUCATION, LICENSES, & CERTIFICATION Associate's degree in healthcare administration, respiratory therapy, nursing, or related field required. Bachelor's degree in healthcare administration, respiratory therapy, nursing, or related field preferred. Graduate of an approved American Medical Association (AMA)-accredited school for respiratory care by the Commission on Accreditation for Respiratory Care (CoARC). Current, active, and unencumbered state licensure as a certified respiratory therapist, registered respiratory therapist, or respiratory care practitioner (CRT/RRT/RCP) from the National Board for Respiratory Care (NBRC). Advanced certifications in pulmonary rehabilitation, asthma/COPD management, or population health management preferred. Certification in Population Health Management, Health Informatics, or Lean Six Sigma is beneficial. SKILLS & QUALIFICATIONS Seven (7+) years of experience in respiratory care. Five (5+) years in a leadership or program management role. Proven track record in developing, implementing, and scaling clinical programs within a population health or complex care environment. Strong business acumen with the ability to evaluate professional services for both clinical impact and financial sustainability. Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and familiarity with healthcare software, EMRs, and remote monitoring platforms. Excellent interpersonal, written, and verbal communication skills with the ability to engage both clinical and non-clinical stakeholders. Exceptional organizational, time management, and problem-solving abilities. Ability to accommodate schedule changes and perform patient evaluations as needed. Reliable transportation and willingness to travel to various sites and client locations as required. Demonstrated emotional stability, professional appearance, and adherence to patient confidentiality regulations. Knowledge of regulatory frameworks and HIPAA-compliant data handling practices.
