THIS IS A NON-CIVIL SERVICE POSITION PROBATION: All selected persons, including current City employees, must complete a 6-month probation period. Position Summary The City of Baltimore’s Department of Finance seeks a Chief for the Bureau of Accounting and Payroll Services. This leadership role oversees all city-wide accounting functions, manages a staff of over 50 employees, and is responsible for financial reporting, revenue and grant accounting, financial controls, project accounting, and accounts receivable. The Chief will lead the development of the City’s Annual Comprehensive Financial Report (ACFR) and the A-133 Single Audit, and will play a key role in the continued operationalization of the Workday platform. Essential Functions Provide leadership and strategic direction for the City’s financial management and payroll systems. Lead organizational transformation initiatives and oversee the implementation of new systems, including Workday. Communicate effectively with stakeholders at all levels, including staff, management, and elected officials. Education and Experience Requirements Education: An advanced degree in Accounting, Business Administration, Public Administration, Management, Law, or related field from an accredited institution. Experience: At least ten years of progressive accounting experience, with five years in managerial roles. Additional: Knowledge of accounting principles, auditing, grant accounting, and financial reporting. CPA preferred. Benefits The City of Baltimore offers a comprehensive benefits package.
