JOB SUMMARY The Cermak Medical/Surgical Clinical Director (Clinical Director) is responsible for providing clinical and operational leadership over Cermak Medical/Surgical (Med/Surg) and Advance Practice Providers (APPS), under the direction of the Chair of the Department of Correctional Health, Medical Director Cermak.The Clinical Director will oversee the expansion and improvement of the medical services outlined across Cermak Health Services. In alignment with the Cook County Health Strategic Plan, the Clinical Director provide oversight in strategic planning, program development, and quality reviews to ensure the focus is on providing high quality patient care. TYPICAL DUTIES Manages and oversees the medical/surgical program and APPs ensuring implementation of policies and procedures.

Ensures Med/Surg Program meets the National Commission on Correctional Health Care (NCCHC) accreditation standards and any external auditing standards, i.e., Consent Agreements.

Schedules and maintains staffing in the Med/Surg divisions/units ensuring appropriate coverage.

Collaborates with the Chair of the Department of Correctional Health, Medical Director Cermak over program design and implementation.

Monitors assigned budget and assists in the development of the annual budget.

Drafts and submits metric reports to the leadership, the Quality Committee and other committees as required. Submits productivity statistics or other reports as requested.

Reviews and responds to incident reports, letters of inquiry, complaints, subpoenas, and court orders.

Oversees Cermak's involvement in developing linkage agreements with community-based clinics and resources and oversee development of re­entry strategies for Cermak Med/Surg patients.

Adheres to all Cermak rules and regulations and comply with Cook County Department of Corrections (CCDOC) General Orders and security requirements.

Ensures training programs are in compliance with CCH and Cermak requirements along with regulatory requirements.

Attends and participates Cermak committees and meetings including, but not limited to, the Quality Assurance, Pharmacy and Therapeutic, Disaster Planning, and Quarterly Administrative meetings with the Department of Corrections, as needed.

Represents Cermak Med/Surg Program to external agencies as required.

Maintains an active clinical load of at least 70% as requested by the Chair of the Department of Correctional Health, Medical Director Cermak.

Reports to the Chair of the Department of Correctional Health, Medical Director Cermak with a matrix reporting to the Senior Director of Advance Practice Providers.

Performs other duties as assigned.

MINIMUM QUALIFICATIONS Licensed and certified Clinical Provider in the State of Illinois prior to starting employment

Master’s degree or higher from an accredited college or university

Two (2) years of experience managing staff in a correctional health care program

Two (2) years of experience developing policies and procedures

Experience reviewing and developing annual budgets

Experience with National Commission on Correctional Health Care (NCCHC) accreditation

Must be cleared for privileges by Medical Staff Services by start of employment

Current Basic Life Support (BLS) through the American Heart Association

PREFERRED QUALIFICATIONS Master’s degree or higher in Health Care Management, Public Health, Medical Science from an accredited college or university

KNOWLEDGE, SKILLS, ABILITIES, AND OTHER CHARACTERISTICS Knowledge of and experience in correctional health care

Excellent verbal, written communication, and interpersonal skills necessary to communicate with all levels of staff and a patient population composed of diverse cultures and age groups

Demonstrate analytical and organizational, problem-solving, decision-making, critical thinking, and conflict management/resolution skills

Ability to adhere to department policies and standards, utilizing best practices

Ability to manage a large correctional health program. Ability to work with multidisciplinary clinical staff.
