Base pay range $100,000.00/yr - $129,300.00/yr Direct message the job poster from Universities of Wisconsin HR Manager at University of Wisconsin-Shared Services POSITION SUMMARY The Business Affairs Director provides strategic leadership and administrative oversight for the Office of Business and Entrepreneurship (OBE), including financial management, grant and contract administration, operational systems, and policy development. This position also serves as project manager for the implementation and integration of technology platforms to support OBE’s mission, ensuring alignment with Universities of Wisconsin (UW) systems and compliance standards. The position reports directly to the executive director and serves as a key member of the executive management team. MAJOR RESPONSIBILITIES PROJECT MANAGEMENT AND TECHNOLOGY OVERSIGHT 40% Serve as the project manager for the integration and optimization of technology platforms to support operational efficiency, data integrity, and user experience, including policy and procedure documentation and training. Facilitate the research and evaluation of new technology needs for OBE and act as a liaison between the staff and vendors to fulfill support needs, convey program priorities, plan projects, execute purchases, and develop timelines for development of custom enhancements as needed. Work with stakeholders to clearly define and prioritize problems and incorporate solutions into an OBE technology roadmap. Oversee impact and program performance data reporting. Coordinate with UW technology systems and stakeholders to ensure interoperability and compliance. Serve as the primary liaison between OBE staff, UW information and technology departments and external vendors for technology solution planning, procurement, and support. Evaluate emerging technologies and recommend solutions aligned with OBE’s strategic goals. OPERATIONS & POLICY MANAGEMENT 25% Serve on the OBE Executive Management Team and contribute to strategic and operational decision-making. Develop, implement, and communicate internal policies and procedures to ensure compliance with university, state, and federal regulations. Serve as the lead liaison among internal customers and partners to facilitate operational alignment. Supervise business affairs and operational staff, including providing formal performance evaluation and addressing issues as they arise. Provide leadership in HR-related operations, including recruitment, onboarding, performance management and effort certification. Supervise and provide strategic and operational leadership for a data-driven program unit that delivers actionable data products to support economic development and research. Anticipate operational challenges and policy and procedure updates and implement solutions to improve efficiency and service delivery. Stay informed on trends in higher education and technology workforce needs. FINANCIAL OVERSIGHT 25% Oversee all OBE funds administration and fiscal year budgets including the: Submission and execution of fiscal operation instruments including purchase orders, contracts, and shared grant agreements. Management and communication of OBE general purpose revenue and program income budgets. Communication of budget-to-actual results and fiscal projections with the executive director, program directors and UW Administration financial operations staff. Oversee and ensure the integrity of OBE’s financial reporting and transaction processes, thus maintaining compliance with sponsor terms and UW regulations by meeting with program staff regularly. Provide guidance on key management decisions and strategy discussions related to overall OBE financial management and key program unit decisions. Provide leadership and coordination of OBE’s external and internal financial operations reviews and audits. CONTRACT AND GRANT ADMINISTRATION 10% Oversee contract and grant administration, regulatory and compliance. Oversee the development and management of grant and sponsored project budgets. Oversee the creation and submission of grant applications and grant-related reports. Perform financial reviews as needed. Serve as effort certification manager and ensure effort allocation compliance. MINIMUM QUALIFICATIONS At least three years’ experience with fiscal management of multiple funding streams using web-based enterprise software. Demonstrated project management experience. Demonstrated competency in oversight of technology solutions used to manage personal data, program activities, compliance reporting and performance analytics. Ability to understand complex contexts and solve operational problems within them, including through technology. Demonstrated competency in policy creation, communication, and implementation. Ability to create and maintain sound and accurate administrative and financial records and reports. Ability to analyze and interpret university, state and federal policies and procedures, accounting pronouncements, and state and federal statutes. Ability to analyze financial performance and trends and translate that material for non-financial managers. Written and oral communication that is accurate, concise, persuasive, and clear. Ability to manage professional staff. Ability to set and consistently meet deadlines. Proven track record of delivering exceptional customer service in complex environments, with strong aptitude for navigating and adapting to a wide range of personality types and communication styles. PREFERRED QUALIFICATIONS Experience with Workday and Zoho, or related platforms. Knowledge of human resources administration principles and practices. Knowledge of data analysis and interpretation. Experience and knowledge of the mission, structure, and function of the Universities of Wisconsin Office of Business& Entrepreneurship. Experience in or knowledge of the needs of entrepreneurs and their small business operational challenges.
