POSITION SUMMARY

Reporting to the Chief Strategy Officer, this position will aim at improving outcomes and reducing healthcare costs for adults with Serious Mental Illness (SMI) who are high utilizers of care. We are seeking a visionary Program Director to lead this initiative, overseeing the development and operations of a holistic navigation support system that integrates clinical and social care at the point of navigation. This role will also provide strategic oversight and technical assistance for broader behavioral health investments and initiatives, ensuring sustainability and impact across the region.

This position will be hybrid. Applicant must reside within a 2-hour radius of our home office in Binghamton NY. No relocation, provided.

RESPONSIBILITIES:

The responsibilities of the Behavioral Health Program Director, will include the following:

Essential Functions:

  • Lead the design, implementation, and evaluation of the Regional BH Navigation Program, and other Care Compass-sponsored behavioral health initiatives.
  • Serve as the primary clinical subject matter expert internally.
  • Utilize clinical knowledge to support program design and implementation and provide direct oversight for other clinical staff.
  • Develop and refine a holistic navigation model, integrating clinical and social determinants of health.
  • Ensure alignment with Care Compass’s strategic goals and regional behavioral health priorities.
  • Establish and oversee the Behavioral Health Command Team.
  • Supervise and coordinate operations across all Behavioral Health Navigation Hubs and other Care Compass behavioral health initiatives, including internal and external sites.
  • Lead an internal “command team”, which will provide support and coordination for all Care Compass Network-sponsored behavioral health programming.
  • Provide guidance and support to regional partners and stakeholders involved in behavioral health investments.
  • Deliver technical assistance and capacity-building support to ensure effective implementation and sustainability for the program.
  • Foster collaborative relationships with healthcare providers, social service agencies, payers, and community organizations.
  • Establish performance metrics and evaluation frameworks to monitor program impact.
  • Collaborate with analysts to generate actionable insights and continuous improvement strategies.
  • Support long-term sustainability planning for behavioral health investments beyond the initial two-year period.

Non-Essential Functions:

May assume additional responsibilities as requested.

MINIMUM REQUIREMENTS:

  • Master’s degree in Public Health, Social Work, Psychology, Healthcare Administration, or related field.
  • Minimum 6 years of experience in behavioral health program management, with a strong background in both clinical and social care systems.
  • Must hold a valid clinical license.
  • Proven leadership in complex, multi-stakeholder initiatives.
  • Deep understanding of SMI populations, care navigation models, and integrated care strategies.
  • Experience managing cross-functional teams and regional operations.
  • Familiarity with value-based care models and behavioral health funding mechanisms.
  • Strong analytical and strategic planning skills.
  • Excellent communication, facilitation, and stakeholder engagement abilities.
  • Commitment to equity, inclusion, and person-centered care.

LICENSE/CERTIFICATION:

  • Minimum Required: LCSW, LMSW, Clinical Psychology, Nurse Practitioner, Registered Nurse or other comparable licensure.
