Travel Requirements: Must be available to travel to the El Paso, TX market 3 days per week. Key Responsibilities: Lead the execution of strategic and operational plans for Optum's CCM and STAR+PLUS Service Coordination Program. Manage Service Coordination, Case Management, and review processes for long-term services and supports. Build collaborative relationships across business lines to ensure all contractual obligations are met. Oversee staffing models, resource allocation, budget management, policies, procedures, and reporting. Work collaboratively with various business lines to align Optum’s objectives with health plan goals and strategies. Recruit, develop, and motivate a high-performing team to achieve organizational objectives while managing change effectively. Ensure compliance with URAC, NCQA, HHSC, and all regulatory requirements. Develop and implement an internal auditing framework for proactive monitoring of quality and compliance metrics. Partner with STAR/CHIP/DSNP program operations to meet federal, state, and LTSS mandates. Ensure that all Service Coordination and CCM staff are well-trained and fully informed of Texas Medicaid requirements, including STAR, CHIP, HCBS Waivers, and nursing facility standards. Promote a clear vision aligned with company values and set achievable goals for team performance. Inspire and empower teams to balance member needs while managing financial resources effectively. Implement and monitor the business plan, overseeing transitions that impact service operations. Foster an environment conducive to professional development, mobility, and operational excellence. Develop and implement strategies and programs to enhance healthcare quality and drive competitive advantages. Evaluate and refine business processes, policies, and infrastructure to enhance operational efficiencies. Develop business cases for staffing investments and collaborate with finance for necessary funding. Prepare and deliver executive-level presentations on strategic initiatives and current progress. Develop talent and empower colleagues in managerial and supervisory roles. Interpret state and federal contracts to ensure contractual performance expectations are met. Manage conflict resolution and influence success across all organizational levels. Collaborate with HHSC and regulatory agencies to fulfill obligations and timely report submissions. Partner with Quality and Compliance to ensure adherence to URAC and NCQA standards. Participate in presentations to governing entities and engage in industry development efforts. Utilize data analysis to inform decisions and enhance program performance.
