NYCHA seeks an Assistant Director for Section 8 Oversight within the Public Housing Tenancy Operations department (PHTO). This position reports directly to the Senior Deputy Director for Mixed Finance Oversight and will work closely with PHTO leadership, staff and other departments on Authority and MFO priorities.
The Assistant Director is a new position in the newly expanded Mixed Finance Oversite Unit that functions with latitude for independent initiative and judgment. The Assistant Director will oversee a unit that is primarily focused on supporting Property Management within the Mixed Finance and Trust portfolios by ensuring NYCHA’s compliance with Section 8 requirements and providing related training. The Mixed Finance portfolio includes properties with LIHTC, Section 8 and public housing units; the Trust is a new government agency that partners with NYCHA to convert selected developments from public housing to project-based Section 8, leading to renovations, repairs, and modernization while retaining NYCHA property management.
This is a critical position on a dynamic team that prioritizes excellent communication skills, process-orientation and collaboration. Great organization, detail-orientation and ability to drive multiple projects independently and within deadline are a must.
-Oversee and manage unit operations including a team of ~ 5 staff. - Coordinate closely with property management on all relevant aspects of Section 8 program management; work closely with property staff on priorities and meet deadlines. - Collaborate with PHTO leadership and other departments to develop and implement policies and procedures for Trust and LLC1 portfolio management. - Guide, train and support property management staff on how to be a Section 8 landlord; assist with training material development and planning. - Collaborate with IT on enhancements to support the unit that have direct effect on Property Management, support development and implementation of new Resident Case Management Software system. - Anticipate, assess, mitigate and, as necessary, escalate challenges; research, analyze and follow up on open issues; assist with difficult cases that require a supervisor’s discretion. - Represent the unit or department at meetings; liaise with Property Management, Real Estate Development, Finance, ATAD, Leased Housing, Law, IT and other NYCHA departments and external partners on all relevant aspects of the management of properties with Section 8 subsidy. - Monitor and track productivity and compliance; develop and manage reports, unit indicators and related work. - Coordinate and analyze rent increases/lease renewals. - Organize, drive and track special projects.
