General Summary
Under the supervision of the the Public Works Director, the Assistant Director - Capital Programs manages the City's Capital Improvement Plan (CIP), overseeing budget creation and management, planning, funding coordination, and delivery of infrastructure improvement projects. This position ensures project execution is timely, financially sound, and aligned with local and intergovernmental goals. The position also supervises technical and administrative personnel to ensure the efficient planning, coordination, and execution of capital programs across all assigned areas.

Essential duties and responsibilities may include, but are not limited to, the following:
- Lead development and implementation of the City's Capital Improvement Plan (CIP).
- Provide fiscal oversight of CIP projects, including forecasting, budgeting, procurement, and financial tracking.
- Create CIP budget and adjustments; ensure compliance with city procurement procedures.
- Coordinate with TxDOT, Fort Bend County, and other regional/state/federal agencies on interlocal agreements and grant-funded initiatives.
- Represent the City's best interest in overseeing consultant and contractor management on capital projects, including negotiation, scope, timelines, and deliverables.
- Ensure adherence to local, state, and federal regulations and construction standards.
- Prepare detailed project reports, timelines, and funding updates for City leadership and Council.
- Participate in long-range infrastructure planning and capital strategy development.
- Develop strategies for securing project funding, including grant applications and bond program management.
- Represent the City in capital project coordination meetings and agency briefings.
- Supervise capital projects team members, providing support, direction, and performance management.
- Provide regular updates and reports, both verbal and in writing, to City leadership, board and commissions, and as otherwise needed.
- Serve as essential personnel during citywide emergencies or continuity of operations efforts.
- Subject to 24-hour recall in emergency situations.

While performing the duties of this position, the employee is regularly required to sit, walk, speak, and hear. The role occasionally involves standing, reaching, climbing, stooping, kneeling, crouching, or crawling. The employee must be able to lift and/or move up to 20 pounds occasionally.
Work is performed in both office and field environments. Fieldwork may involve exposure to construction sites, uneven terrain, and varied weather conditions. Visual requirements include the ability to see both near and far, as well as peripheral vision and depth perception. The noise level in the work environment can range from quiet (office setting) to loud (construction areas).
Minimum Qualifications
Education, Training and Experience Guidelines:
A bachelor's degree in civil engineering, construction management, public administration, or a closely related field is required. The ideal candidate will have 5 to 8 years of progressively responsible experience in capital project planning, design, construction, or infrastructure rehabilitation. This experience must include at least 3 years directly managing public infrastructure projects and a minimum of 5 years in a supervisory or managerial capacity, preferably within a municipal or governmental setting.
An equivalent combination of education and experience may be considered if it provides the knowledge, skills, and abilities necessary for successful job performance.
Knowledge/Skills/Abilities:
Knowledge of:
- Capital Improvement Plan (CIP) development, funding strategies, and implementation
- Municipal infrastructure systems, including streets, drainage, public facilities, and related capital assets
- Local, state, and federal regulations applicable to capital project planning, permitting, and construction
- Principles of civil engineering, project management, and construction administration
- Government procurement processes and compliance standards
- Public sector budgeting, financial tracking, and grant administration
- Consultant and contractor oversight, including RFP development and contract negotiation
- Interlocal agreements and coordination with regional and state agencies (e.g., TxDOT, Fort Bend County)
- Leading large-scale infrastructure and facility construction projects from concept through completion
- Developing and managing multi-year CIP budgets and project timelines
- Analyzing financial data, forecasting costs, and tracking expenditures
- Negotiating contracts and managing professional services agreements
- Coordinating with regulatory agencies and external stakeholders to align project goals and compliance
- Writing and presenting technical and financial reports for executive leadership and elected officials
- Communicating complex technical information to non-technical audiences
- Supervising staff and fostering team accountability and performance
- Managing multiple projects and priorities under tight deadlines
- Lead cross-functional project teams and oversee consultants, engineers, and contractors
- Interpret and apply construction documents, codes, and regulations
- Make strategic decisions and adjust project plans based on changing priorities or constraints
- Build effective working relationships with internal departments, external partners, and funding agencies
- Clearly present capital project plans, progress updates, and budgetary impacts to senior leadership and Council
- Maintain accurate records and ensure transparency and compliance in all phases of project management
- Serve as a reliable and responsive leader during emergencies or continuity of operations
- Respond to 24-hour recall requirements during critical or emergency events
- Texas Class "C" Driver's License - Required
- Pre-employment background check, drug screening, and motor vehicle record (MVR) check - Required
- Professional Engineer (P.E.) License - Preferred, particularly for candidates with a civil engineering background
- Project Management Professional (PMP) - Preferred for candidates with experience managing capital programs or multiple concurrent projects
- Certified Construction Manager (CCM) or equivalent certification - Highly desirable
- Facilities Management Certification - Level I - Preferred, or ability to obtain within a designated timeframe
- Stormwater Management Certification - Preferred, or ability to obtain within a designated timeframe
The City of Fulshear provides a comprehensive, cost effective, health and welfare package that includes the following: medical, dental, life insurance, long term disability (LTD), vision, flexible spending options, employee assistance program, retirement, and deferred compensation programs. Medical, dental and vision benefits are effective the first day of the month after your start date. Medical, dental, vision, LTD, and Life premiums are paid 100% by the City for all full time employees. The City will contribute 25% towards dependant healthcare costs. We also provide vacation, sick leave, holidays, bereavement, jury leave, and military leave.
HEALTH INSURANCE
The city offers employees medical insurance through BlueCross BlueShield. There is no Primary Care Physician (PCP) required. You have the option to choose one of the following plans: BlueCross BlueShield PPO (co-pay) or BlueCross BlueShield PPO HSA (high deductible plan).
FLEXIBLE SPENDING OPTIONS
Flexible Spending Accounts (Health Care and Dependent Care) allow the employee to pay for certain un-reimbursed health expenses and dependent care expenses on a pre-tax basis. Health Care Flexible Spending account is limited use when combined with the Blue Cross Blue Shield Healthcare Plan. City of Fulshear will contribute a total of $518.00 annually to your HSA plan.
DENTAL INSURANCE
The City offers employees dental insurance through Blue Cross Blue Shield. This plan is unique in that it allows you to choose any licensed dentist for covered services and the plan pays at the reasonable and customary rate until annual maximum.
VISION
The City offers vision insurance through EyeMed. EyeMed Vision plan offers benefits for eye exams, frames and lenses or contact lenses.
LIFE INSURANCE
The City provides a life insurance policy one times your annual salary to all full-time employees which includes an accidental death and dismemberment (AD&D) through The Standard.
LONG TERM DISABILITY
Long Term Disability is funded completely by the City and is intended to help continue your income if you become unable to work due to illness or injury.

Total Care EAP services has a wide arrangement of benefits include 24-Hour call centers, short-term counseling and work life solutions, legal and finance guidance, health and wellness programs as well as personal and professional development. This program is available to all members of your household.
AFLAC
Employees have the option of enrolling in AFLAC as a pre-tax benefit. Additional voluntary life insurance and AD&D options are available for employees and their families. The city does not cover any deductible, copays, or premiums associated with this benefit.
TEXAS MUNICIPAL RETIREMENT SYSTEM - TMRS
The City of Fulshear offers a retirement plan through the Texas Municipal Retirement System. The City of Fulshear's TMRS plan requires a contribution (made by means of bi-weekly payroll deductions) equal to seven percent (7%) of the salary of each regular full-time City employee. The City matches employee contributions on a 2 to 1 basis after the employee is vested at the time of retirement. Vesting occurs after five (5) years of employment. Supplemental death benefits are offered by TMRS, who will pay a one-time lump sum payment approximately equal to one year's salary based on the 12 months prior to death.
DEFERRED COMPENSATION
In addition to TMRS retirement, 457B plans are available. The purpose of these plans is to allow an employee to set aside a portion of his/her salary and receive its value at retirement.
LEAVE ACCURAL
The City offers the following leave per year:
- Thirteen (14) paid holidays per year
- 120 hours of sick leave hours per year, accrued
- Three (3) days personal leave
- Employees accrue paid vacation on a calendar year basis starting your first pay period.
- Up to two (2) weeks paid vacation in year one (1) through five (5)
- Three (3) weeks paid vacation after five (5) years of service
Membership and paid dues for participation in professional association(s) relevant to the position. Tuition reimbursement for continuing education, with service commitment requirements.
