Overview Supports the director in financial management for the Department of Finance for the City of Hallandale Beach in compliance with city policies and procedures and in accordance with applicable regulatory laws, standards and requirements. Management authority extends to the divisional structures of general ledger, grants, and/or utility billing. The role involves strategic financial planning and analysis, including developing long-term financial forecasts and modeling financial scenarios. Position is primarily focused on managing, coaching, and developing other people. Position requires extensive depth of expertise and knowledge in specialized functions or business areas that can be used to develop policies and procedures as well as determining efficient and innovative ways to accomplish the City’s business strategies. Responsibilities Develop and oversee financial management in the Department of Finance, ensuring compliance with city policies, procedures, laws, standards, and requirements. Manage divisional structures including general ledger, grants, and utility billing; provide strategic financial planning and analysis. Develop long-term financial forecasts and model financial scenarios. Coach, develop, and supervise staff; provide leadership in policy development and process improvements. Qualifications Master’s Degree in Accounting, Finance, Business Administration or related field. Five (5) or more years of progressively responsible experience in governmental accounting, budget administration, and/or finance, including at least three (3) years of supervisory or management experience, or an equivalent combination of education, certification, training and/or experience. Certifications Must have National Incident Management System (NIMS) certification (level to be determined by job classification requirements) or obtain within one year of employment.
