Assistant Chief Field Unit In The Health Bureau

The Department of Financial Services is seeking candidates for the position of Assistant Chief Field Unit in the Health Bureau. Duties include, but are not limited to, the following:

  • Oversees the operations of the field examinations unit and the respective Supervising Examiners;
  • Enhances analysis techniques and tools in conjunction with the Supervisors and Regulatory Units;
  • Prioritizes the examination of various insurers, monitors exam schedules, and oversees the assignment of examiners to conduct field audits;
  • Augments the Bureau's risk-focused examination and surveillance process, identifies critical areas for review, prepares directives to examiners as to the exam function, and participates at pre-exam meetings with companies, CPA, etc in conjunction with Supervising Examiners;
  • Oversees the establishment of standards for the financial exam and market conduct functions;
  • Reviews communications to field staff regarding recent legislative initiatives and the development of programs to detect compliance through enhanced audit procedures;
  • Reviews reports on examinations, participates at meetings with company representatives to finalize report findings, determine monetary penalties, and review memos in support of stipulations for violations, and confers with DFS legal staff;
  • Monitors the educational development of subordinates, completes performance programs and evaluations, any disciplinary actions, and training of any trainees assigned to the Field Unit;
  • Represents the Department in overseeing multi-state collaborative examinations or enforcement actions;
  • Designs and implements new training classes and oversees general education of subordinates and evaluates their effectiveness;
  • Develops and/or comments upon new legislation, regulations, circular letters, and changes to financial reporting blanks; and
  • Other duties as assigned.

Minimum Qualifications

Appointment Method:

Candidates must meet the minimum qualifications listed below in order to be eligible for appointment.

Non-Competitive: A Bachelor's Degree in accounting, actuarial sciences, auditing, banking, business, business administration, business and technology, commerce, computer information systems, computer science, consumer sciences, criminal justice, cyber security, econometrics, economics, finance, financial administration, health, health administration, information systems, information systems engineering, information technology, internal controls, international or public affairs, law, market analysis, mathematics, public administration, public policy, risk management, statistics, taxation, or technology and eight (8) years of financial services experience with: 1) a regulated entity who has a regional, national and/or international presence; or 2) a governmental regulatory entity. This experience must include practical and technical knowledge about State, federal and/or international financial services laws, rules and regulations. Three (3) years of the experience must have been at a managerial level.

Substitutions: A J.D. or a Master's Degree may substitute for one (1) year of specialized experience; and a Ph.D. may substitute for two (2) years of specialized experience.

Salary: The starting salary for this position is $145,754 with periodic increases up to $176,123.

Positions located within the New York City metropolitan area, as well as Suffolk, Nassau, Rockland, and Westchester Counties, are also eligible to receive an additional $4,000 annual downstate adjustment.

Appointment Status: Contingent Permanent.

Appointment to this position is pending Governor Appointment's Office and Division of Budget approval.
