GENERAL DESCRIPTION At the Texas Department of Motor Vehicles (TxDMV), our mission is to serve, protect, and advance the citizens and industries of Texas by delivering high-quality motor vehicle-related services. The IT Operations Director provides senior-level leadership and strategic direction for the IT Operations section within the Information Technology Services Division (ITSD). This role involves managing the division’s operational budget, including oversight of the Department of Information Resources (DIR) Shared Technology Services (STS) and Data Center Services (DCS) portfolio, while developing policies, procedures, and performance standards. The Director coordinates program activities, evaluates outcomes, and ensures alignment with agency goals. This position supervises staff and operates with extensive latitude for independent judgment. ESSENTIAL DUTIES Lead and coordinate ITSD operational activities including budget, communications, audits, and performance monitoring. Develop and manage the ITSD operations budget and associated projects using industry-standard methodologies. Oversee the full lifecycle of ITSD services and contracts, ensuring compliance with procurement laws and timely delivery of contract deliverables. Prepare and submit legislatively required reports such as the Information Resources Deployment Review (IRDR), Biennial Operating Plan (BOP), and Modernization Plan. Ensure timely and accurate internal and external communications regarding outages, releases, and scheduled maintenance. Monitor compliance with operational deadlines, audit responses, training requirements, and performance indicators. Evaluate and improve operational processes to enhance efficiency and effectiveness. Compile and distribute operational reports and budget data to ITSD leadership, TxDMV executives, the board, and other stakeholders. Represent TxDMV at meetings, hearings, legislative sessions, conferences, and on panels or committees. Foster collaboration across ITSD sections and with business partners. Supervise and mentor staff. May travel up to 10% of the time. Travels by car (may include flying). May include overnight travel. May require working extended hours and some evenings and weekends, as needed. Required to attend work regularly and adhere to approved work hours in accordance with department policies and procedures. Perform other related duties as assigned. KNOWLEDGE, SKILLS, AND ABILITIES Knowledge of: •State and federal laws related to IT project administration, procurement, and information security. •Operations management principles and practices. •Vendor performance evaluation methods. •State of Texas IT procurement and reporting requirements. •DIR Shared Technology Services and Data Center Services planning and oversight. Skill in: •Strategic operations and budget management. •Using Microsoft Office Suite and other operations management tools. •Communicating complex technical information clearly to diverse audiences. •Prioritizing tasks, managing multiple projects, and meeting deadlines. •Exercising sound judgment and making effective decisions. Qualifications
MINIMUM REQUIREMENTS Education and Experience Bachelor’s degree from an accredited college or university in IT Management, Computer Information Systems, Management Information Systems, Business Management, Accounting, or a related field. Minimum five (5) years of progressively responsible experience in IT operations or a similar role involving budget management. Minimum three (3) years of full-time experience in a leadership or supervisory role with direct reports. Substitution Note: Relevant experience may substitute for education. Education cannot substitute for required experience. PREFERRED REQUIREMENTS Experience managing IT operations and budgets within a Texas state agency. Experience overseeing IT procurements in a Texas state agency environment. Familiarity with DIR Shared Technology Services.
