: Key Responsibilities: Monitor and report on Technology and Security risk across PayPal and its branded affiliates globally. Collaborate and coordinate with other risk and control functions such as ERM, ORM, Compliance, Information Security, and Internal Audit to support an integrated risk management approach, and escalation of key issues. Conduct reporting to senior leadership, including the Chief Risk Officer, Chief Enterprise Risk Officer, Chief Information Security Officer, and International Boards and Risk Committees. Implement mechanisms to identify emerging trends and leading practices with respect to technology architecture, resiliency, cyber risk protocols (tools, policies, capabilities, and remediation planning) Design and architect risk management methodologies, risk metrics, technology enablement to support risk programs, change management initiatives and strategies Work with independent third parties to conduct threat assessments, penetration tests and key desktop exercises Lead efforts to initiate Phishing testing within the firm Lead regulator interactions, discuss important matters and present a consolidated view, lead regulatory remediation efforts, and understand requirements and expectations from regulatory bodies, based on previous extensive experience Maintain deep leadership in effective organizational resiliency and business continuity strategies, and their intersection with other key efforts in an organization Provide guidance, risk partnership and/or consulting services to technology/business partners, such as the CIO, CTO and CISO on key technology initiatives Ensure effective performance management/development practices in place to keep team current with emerging technology advancements/trends to support business needs This leader will work effectively in a complex, fast-paced matrixed environment, replete with tight deliverable timeframes and multiple stakeholders, both internal and external. This position is expected to act independently and demonstrate strong initiative. This leader needs to influence outcomes, minimize and address conflict and demonstrate in-depth understanding of regulatory, credit, liquidity, market, fraud, compliance and operational risks. The role requires a sense of urgency, passion for results, and personal accountability for achievement. Qualifications: From a cultural perspective, this leader will need to fit into the PayPal leadership model that will require strong financial acumen, self-confidence and the ability to push back but in a respectful manner. A Bachelors degree or equivalent, and 15+ years of experience (10+ years management experience) within Technology Risk Management or related field Extensive leadership experience in a high transaction, large/complex/matrixed business environment within Financial Services Managed a multi-site team of at least 25 FTEs Significant experience in technology risk management processes, including managing and supporting the following: implementing IT Risk Management Frameworks; monitoring against framework and perform reporting to senior leadership, risk committees and boards; cyber protection and mitigation; resiliency planning; escalating and tracking risks identified; providing technology oversight on key business, technology, and security initiatives; defining risk metrics to measure and track against Deep knowledge of IT, Security and Risk disciplines and practices, in addition to Financial Industry expertise, and global regulatory environment Proven ability to work with third party regulators Strong communicator who can articulate vision across team and businesses Advanced written and presentation skills Excellent leadership, teamwork, and client service skills Strong analytical skills and ability to interpret complex data to inform decision-making. Deep understanding of operational processes across technology functions Expertise in project management and process improvement methodologies. Familiarity with relevant regulatory compliance requirements. Strong financial acumen and ability to manage budgets effectively.
