Senior Division Director of Children & Family Services
POSITION SUMMARY
The Sr. Division Director of Children & Family Services is responsible for the overall leadership, direction, and management of the division’s programs and staff. Reporting to the Chief Program Officer, this position oversees the effective delivery of services to children and families, ensuring all programs operate in alignment with the organization’s mission, values, and strategic priorities.
This role provides direct supervision to management-level staff and is responsible for the planning, development, implementation, and evaluation of all divisional programming. The Sr. Division Director manages the division’s budget, monitors program performance, and ensures compliance with contractual, legal, and regulatory requirements in collaboration with internal functional departments.
The position serves as the primary liaison to government funders and community stakeholders, maintaining strong relationships to support service delivery and program sustainability. Additionally, the Sr. Division Director fosters intra-agency collaboration to promote integrated service models and contributes to the agency’s strategic development and operational effectiveness.
This leadership role requires expertise in child and family services, strong administrative and fiscal management skills, and a commitment to advancing equitable, high-impact services across the communities served.
KEY RESPONSIBILITIES
Program Oversight and Strategic Leadership – 35%
- Oversee and direct all programs within the Division of Children & Family Services, ensuring alignment with the organization’s mission, values, and strategic objectives.
- Develop and recommend new programs, sunset or transition existing programs, and sustain ongoing initiatives in alignment with strategic planning and emerging community needs.
- Provide for periodic review, evaluation, and modification of programs to ensure relevance, effectiveness, and compliance with prescribed outcomes and best practices.
- Keep abreast of developing trends and evolving needs within the community and recommend responsive programming solutions.
- Ensure the Division operates within the strategic framework of Catholic Charities, maintaining fidelity to mission while promoting innovation and service excellence.
Supervision and Staff Development – 20%
- Provide direct supervision to management-level staff across all assigned programs and services, fostering a high-performing and mission-driven team culture.
- Collaborate with Human Resources in the recruitment, assignment, evaluation, retention, and termination of division staff and volunteers.
- Convene regular meetings with divisional and program staff to ensure consistent communication, collaboration, and problem-solving across teams.
- Support leadership development and succession planning within the division.
- Attend all necessary internal and external meetings to represent the division and ensure alignment with agency-wide efforts.
Compliance, Policy, and Quality Assurance – 15%
- Develop and refine divisional policies and procedures in collaboration with program leadership and in accordance with agency standards and regulatory requirements.
- Ensure division-wide compliance with licensing regulations, accreditation standards, and legal mandates.
- Act as a proactive liaison with licensing and regulatory bodies, addressing correction orders and anticipating changes that may impact service delivery.
- Implement and maintain systems for ongoing program monitoring, quality assurance, and risk management.
Financial Management and Operational Coordination – 15%
- Collaborate with Finance, Legal, Human Resources, Culture & Belonging, and Facilities teams to ensure effective operational infrastructure for the division.
- Assist in the development, oversight, and monitoring of program and divisional budgets, ensuring responsible fiscal management and resource allocation.
- Analyze financial performance, service data, and outcomes to inform decisions and maintain sustainability of services.
External Relations, Development, and Advocacy – 10%
- Advocate for and promote division services to the Board, Advisory Committees, government entities, and the broader community.
- In coordination with the Development, manage and maintain relationships with key funders, including government agencies and other philanthropic partners.
- Ensure timely and accurate preparation of funding proposals, performance reports, and compliance documentation.
- Represent the division and agency in national, regional, and local activities and conferences to advance visibility, influence, and best practice sharing.
Agency Leadership and Cross-Divisional Collaboration – 5%
- Serve as an active member of the Leadership Team, contributing to organizational planning, decision-making, and strategic direction.
- Collaborate with other agency divisions to enhance service integration and cross-functional effectiveness.
- Engage in agency-wide initiatives and working groups as needed.
QUALIFICATIONS
Required Qualifications
- Master’s degree in Social Work, Public Administration, Human Services, or a related field, with appropriate professional licensure (e.g., LICSW, LMFT, LP, or equivalent).
- Minimum of ten (10) years of progressively responsible experience in a nonprofit or social service organization, including at least five (5) years in a senior leadership or director-level role with oversight of programs, personnel, and contracts.
- Demonstrated experience in strategic planning, program development, implementation, evaluation, and continuous improvement.
- Proven ability to manage complex budgets, oversee financial performance, and develop funding proposals in collaboration with development and finance teams.
- Experience working effectively with Boards of Directors, Advisory Committees, and external stakeholders to support agency governance and strategic initiatives.
- Excellent written and verbal communication skills, with the ability to represent the division and organization to a wide range of internal and external audiences.
- Strong interpersonal and leadership skills, with the ability to build and sustain collaborative relationships across multidisciplinary teams, funders, and community partners.
- In-depth knowledge of licensing regulations, accreditation standards (such as NAEYC), and compliance requirements for children and family services programs.
- Experience developing and maintaining policies and procedures that ensure program quality, regulatory compliance, and alignment with organizational values.
- Commitment to equity, inclusion, and culturally responsive service delivery in support of diverse children, families, and communities.
Physical Requirements
- Due to the nature of our work, employees may be required to work some non-traditional business hours including evenings, weekends, and holidays.
- Must be able to travel locally for meetings and funder engagements.
