Global Sourcing and Procurement (GSP) The Global Sourcing and Procurement (GSP) organization drives and delivers procurement value to support stakeholders’ and organizational strategic objectives. GSP leads transformation, implements industry-leading category strategies, and uses market intelligence and subject matter expertise to manage BioMarin’s third-party spend (over $1B) and collaborate with external suppliers and internal partners to bring innovative medicines to patients. The Sr. Director, Technical Operations Sourcing & Procurement will be part of the GSP Leadership Team and report to the Vice President of Global Sourcing and Procurement. This role leads a team of procurement professionals focused on category strategies for BioMarin’s Technical Operations and manages $600M+ in annual spend. The primary customer group is the Technical Operations organization, which manufactures medicines at internal and external sites. Responsibilities Lead and execute category strategies in support of BioMarin and the Technical Operations organization; mentor and develop the procurement team to ensure engagement and professional growth. Direct global procurement activities across the following categories: Direct Materials (single-use technologies, resin, chemical & media), Primary and Secondary Packaging, CMOs & CDMOs, Construction and other Capital Spend, Facilities Management, Real Estate, and Site Services. Collaborate with category leaders across GSP to ensure TOPS is fully supported and aligned with manufacturing site objectives; participate in TOPS Leadership Team and align GSP with current and future strategy. Strategy & Leadership Develop strategic plans and category strategies aligned to BioMarin goals; navigate ambiguity to drive change and clarity. Manage stakeholders across functions, becoming the procurement accountability point for the Technical Operations Leadership team; foster cross-functional alignment and supplier relationships. Partner with Corporate Finance & TOPS Leadership; align with Finance and GSP goals; maintain an external perspective on industry trends. Provide leadership to the GSP team and advocate for the organization across the company; support Source-to-Pay mindset and evolving procurement practices. Contribute to transformation initiatives and ensure compliance with policies and procedures; collaborate with Quality and internal audit as needed. Operational Focus Sourcing and category management: create and implement strategies to drive savings and risk mitigation; support transformational projects. Supplier Relationship Management: develop collaborative plans with strategic suppliers and optimize the supply base. Negotiations: lead complex negotiations aligned with BioMarin’s operational goals. Results: deliver measurable savings; define SLAs/KPIs and develop a multi-year opportunities roadmap. Source-to-Pay Transformation: input strategy for transformation efforts and optimize processes and technology across the value stream. Compliance: ensure policy adherence and support internal audit activities. Key Skills and Qualifications Extensive experience in a senior procurement leadership role within pharmaceutical/biotechnology, with regulatory knowledge and the ability to influence senior leadership. Experience with procurement technology; preference for Ariba/SAP. Expertise in sourcing direct materials, packaging, CMOs/CDMOs, facilities management, and site services. Strong supplier management, complex contract negotiations, and a results-driven, growth-oriented mindset; excellent communication and cross-functional collaboration. Ability to work in a high-pressure, matrix environment with strong networking and stakeholder-management skills. Analytical, written and verbal communication skills with the ability to influence. Qualifications Bachelor’s Degree in Business, Supply Chain Management, or related field. MBA or related postgraduate qualification is a plus. Area of Specialization Sourcing & Procurement, Direct Materials, and Supply Chain; extensive global procurement experience in the pharmaceutical sector. 15+ years in Procurement/Sourcing/Supply Chain; proficiency with procurement tools (sourcing, quotation analysis, contract negotiation, supplier development); preferred experience with Ariba and SAP. Expertise in category strategy development, stakeholder management, and supplier relationship management; strong understanding of finance and legal aspects (contracting). Travel Periodic travel to BioMarin sites and supplier locations. Workstyle Hybrid role with local presence required; Novato campus onsite expectations are 2 days per week.
