The Role Vote Solar seeks a candidate committed to advancing sustainable, equitable solutions to the challenges facing solar and distributed energy resources expansion as the region moves toward a 100% carbon-free electricity system. The Regulatory Director – West will focus primarily on California and require strategic thought leadership in advocating for technical solutions before state regulatory bodies, as well as coalition building and management to implement those solutions. Reporting to the Deputy Program Director for the West, this person will work closely with Vote Solar’s West Regional Team, including communications and grassroots organizing experts, to pursue concrete regulatory and legislative goals. The ideal candidate is results-oriented with strong relationship-building and project-management skills.
Responsibilities REGULATORY AND LEGISLATIVE STRATEGY (50%) Intervene in regulatory proceedings at agencies such as the California Public Utilities Commission and the California Energy Commission to develop solar-friendly policies.
Prepare expert testimony and comments, manage discovery for utility witnesses, and advocate for Vote Solar’s positions in regulatory dockets to secure fair compensation for solar and related technologies.
Pursue innovative regulatory policies addressing inequities and removing barriers to solar adoption for residential and business customers.
Advise on state-level legislation to open opportunities for solar and storage markets and other distributed energy resources in California.
THOUGHT LEADERSHIP (20%) Provide leadership in designing regulatory paradigms that prioritize renewables, energy justice and participation in distributed energy resources.
STAKEHOLDER ENGAGEMENT (20%) Build coalitions with frontline communities, environmental justice advocates, consumer advocates, energy efficiency proponents, solar and storage developers, electric vehicle advocates, and others to pursue win-win strategies.
DIVERSITY, EQUITY, INCLUSION AND JUSTICE GROWTH AND LEARNING (10%) Continue personal learning and contribute to organizational work on diversity, equity and inclusion; embed equity in internal practices and culture; engage in learning on race, class, gender, justice and equity.
What You’ve Accomplished Bachelor’s degree in a related field; a relevant graduate degree is an advantage but not required.
Seven+ years of relevant experience in regulatory oversight, research or advocacy; ability to execute strategies, build coalitions and summarize complex issues for the public.
Other Qualifications You Might Have or Want to Learn Expertise in regulatory needs for scaling clean distributed resources with a focus on resiliency and serving disadvantaged communities.
Experience in regulatory innovations for behind-the-meter solar + storage and related DERs to receive fair value.
Experience coordinating or testifying in utility rate cases.
Ability to collaborate with Vote Solar teams on data visualization and policy communications.
Effective collaboration with diverse populations and allies; knowledge of utility ratemaking, procurement and/or grid operations.

Location and Compensation The Regulatory Director – West role is based in California, Oregon or Washington State, with a preference for the Bay Area or Sacramento. Some regional and national travel is required. Workplace arrangements are flexible, including options to work from a co-working space or from home.
Salary and Benefits The salary range is $133,500 – $140,000. Vote Solar offers a comprehensive benefits package, including four weeks of paid vacation, 12 days of sick leave, four days of personal leave and 16 paid holidays; 100% employer-provided health, dental and vision care for employees and dependents; a retirement plan with employer contribution of 3.5%; and paid parental and medical leave.
