What You Will Do As Deputy Division Leader of LANL's Repository Science and Operations (RSO) Division, located in Carlsbad, NM you will oversee a technically diverse and complex portfolio that supports the Department of Energy (DOE) Carlsbad Field Office (CBFO) and the national transuranic (TRU) waste program.The Division serves as the senior technical advisor to CBFO, delivering innovative solutions that ensure the safe, efficient, and compliant disposal of TRU waste at the Waste Isolation Pilot Plant (WIPP). RSO addresses waste-management challenges across the DOE complex, ensures regulatory compliance through chemical and radiological characterization, and conducts experimental studies to advance the understanding of actinide behavior under WIPP conditions.By providing technical assistance to generator sites, managing actinide laboratory testing campaigns, and overseeing TRU-waste inventory efforts, the Division supports Environmental Protection Agency (EPA) recertification of WIPP and safeguards national and environmental security. RSO personnel also plan, load, leak-test, and ship unwanted radioactive sealed source materials that pose risks to national security, public health, and safety. In addition, they manage and coordinate underground testing programs at the WIPP.In this leadership role, you will work closely with the Division Leader, contribute to senior-level decision making, and help shape RSO's strategic direction. You will develop long-term strategies to sustain mission success while recruiting, retaining, and mentoring top-tier staff.This position is ideal for a leader with strong technical expertise, exceptional communication skills, and a desire to make a meaningful impact on mission-critical national-security work. What You Need Minimum Job Requirements: Leadership: Demonstrated experience leading large, technically focused organizations, with responsibility for both personnel and budget management. Proven track record in guiding strategic and operational planning, and in delivering complex projects and key organizational outcomes. Well-versed in employee development, including mentoring, team building, and conflict resolution. Technical Experience: Proven record of effective technical leadership, with an emphasis on strategic and tactical planning, team building, program development, and the application of employee development tools. Demonstrated advanced knowledge and hands-on experience with federal and state environmental and waste management regulations, policies, and procedures. Skilled in integrating and implementing principles from multiple management systems, including safety, security, quality, configuration management, and conduct of operations. Recognized for excellent technical writing skills. Customer Focus: Proven experience and demonstrated expertise in conducting high-level research, evaluating alternative solutions, and recommending effective resolutions to complex problems impacting programs and administrative operations. Skilled in prioritizing workplace safety through proactive engagement with employees and stakeholders, implementation of robust safety programs, and cultivation of a culture of continuous improvement, ensuring regulatory compliance, employee well-being, and sustained operational excellence. Communication: Demonstrated exceptional communication skills and the ability to engage effectively with staff, Laboratory organizations, senior management, external clients (including DOE EM and NNSA), regulators, industry partners, community members, and other key stakeholders. Recognized for expert-level ability to influence perspectives and achieve consensus in sensitive or high-stakes situations, while preserving trust and maintaining strong, collaborative relationships. Education: This position requires a bachelor's degree from an accredited institution and a minimum of 12 years of related experience, or an equivalent combination of education and directly relevant experience. Desired Qualifications: Demonstrated experience working with WIPP compliance documentation, including the Waste Acceptance Criteria (WAC), TRU Waste Authorized Methods for Payload Control (TRAMPAC), and the WIPP Waste Analysis Plan (WAP), as well as involvement in the WIPP recertification process.
Possesses an educational or professional background in chemistry, engineering, or a related scientific discipline, providing a strong foundation in fundamental laboratory operations, analytical methodologies, and the principles of project management as applied to laboratory environments.
Experience interfacing with the Department of Energy (DOE) and DOE site contractors in areas such as TRU waste treatment, packaging, characterization, acceptable knowledge documentation, transportation, and/or inventory management.
Strong foundation in environmental and regulatory compliance related to TRU waste activities, including treatment, packaging, characterization, acceptable knowledge, and transportation.
Working knowledge of complex waste inventory management and shipping processes at TRU waste generator sites across the DOE complex.
Work Location: The work location for this position is onsite and located in Carlsbad, New Mexico . The Repository Science and Operations (RSO) Division, located in Carlsbad, is part of the Associate Directorate for Environment, Safety, Health, and Quality (ALDESHQ) at Los Alamos National Laboratory (LANL). All work locations are at the discretion of management. Position Commitment: Regular appointment employees are required to serve a period of continuous service in their current position to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.
