The Maryland Department of Housing and Community Development (DHCD) is a national leader in the financing and development of business and community development, multifamily affordable and single family lending. DHCD has an immediate opening for a Program Manager Senior II Director Business Loans in the Business Loans Asset Management (BAM) Division. Located in the Division of Credit Assurance, the BAM group provides asset management for a growing portfolio of business loans under Neighborhood Business Works Program (NBW), with an outstanding aggregate loan portfolio balance of well over $ million, serving business, entrepreneurs and community development entities throughout the State of Maryland. BAM's purpose is to ensure the performance and security of businesses and community development loans made by DHCD and the quality of the communities surrounding those businesses. This position is responsible for directing and overseeing the BAM portfolio for asset risk and compliance management activity, establishing and maintaining policies and procedures for asset management and loan servicing, managing the performance of the BAM staff and third party loan servicer, working with the BAM team to monitor and analyze DHCD's business loan portfolio to identify compliance and risk concerns. Working with business owners to address under-performing loans, and develop plans and strategies for the workout, restructuring, enforcement and/or disposition of at risk or defaulted loans and assets. 24 This position offers a salary range of $111,484 - $134,802/year, with potential for advancement up to $173,775 based on qualifications, equity, and hiring guidelines. The Director of DCA Business Loans Asset Management reports to the Deputy Director of DCA and serves in the capacity of the senior managerial level responsible for directing and overseeing all the Department’s Business Loans Portfolio for asset risk and compliance management activity. This includes the post-closing asset and compliance management of the business loans funded under the Neighborhood Business Works (NBW), Community Development Administration (CDA), State Small Business Credit Initiative (SSBCI) and other programs in the Department of Housing and Community Development portfolio. This position supervises the management and monitoring of all business loan sub-servicers and in-house servicers regarding tax and insurance escrow sizing and funding, delinquency management and workouts, collection, forbearance, foreclosure and other loss mitigation activities. Also, this position provides supporting information to business loan underwriters and credit committees with regard to counterparty risk assessment; supervises the performance of high level technical underwriting analysis of lenders’ applications for business loan insurance; designs guidelines and manuals, implements and enforces policies, and creates procedures and deploys systems to evaluate and monitor lenders and servicers of business loans after they are closed and funded. Also, this position has daily oversight responsibility for personnel issues, work priorities, schedules, financial resources, policy and procedure for compliance and risk management, program goals, planning and overall divisional operations for the Division of Credit Assurance. MINIMUM QUALIFICATIONS
Education: A bachelor’s degree from an accredited college or university. Experience: At least 10 years' of experience in underwriting, credit analysis, servicing, asset management or risk mitigation, at a public or private lending institution; or similar experience at other than a lending institution working with commercial loans. At least 3 years of the required experience must be in a management or leadership capacity. Notes: 1. Additional professional and job experience as defined above may be substituted for on a year-for- year basis for the required education. 2. Candidates may substitute Armed Forces military service experience as a commissioned officer involving staff works that include the regular independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-to-year basis for the required education and experience. DESIRED OR PREFERRED QUALIFICATIONS
A degree in Finance, Accounting, Business Management, Law or Paralegal studies.
At least four years experience in commercial loan asset management or special assets with a commercial bank or credit union, law firm, State, Federal, County or City lending or housing finance agency or authority involving loss mitigation and asset disposition negotiations, risk management and/or legal experience.
Experience underwriting and asset management procedures and legal documents used in the financing of commercial loans.
Experience with Federal and State loan and credit enhancement programs such as Risk Sharing Program, SBA 7(a) and 504, and FHA Insurance programs.
