The Early College Program Director provides strategic leadership, administrative oversight, and external partnership management to align Early College initiatives with the mission and operational goals of the University of Hawai'i-West O'ahu. This includes advancing Native Hawaiian and Pacific Islander student success, fostering HIDOE - UH partnerships, ensuring program compliance, and institutionalizing pathways that prepare secondary students for higher education and workforce success. As the liaison for creation of Early College courses, the Program Director will develop and assess educational learning experiences and support services for Early College participants through comprehensive strategies, programs, and services that strengthen student access, preparation, and transition to higher education. The Program Director will provide recommendations, implementation, and evaluation assistance and interventions to support student engagement with secondary and post-secondary education to positively impact their continued matriculation and success academically and interpersonally.
This position reports to the Chancellor, with functional collaboration with the leadership teams for both Office of the Vice Chancellor for Academic Affairs and Office of the Vice Chancellor for Student Affairs.
Duties and Responsibilities (*denotes essential functions):
*Design, implement, evaluate, and refine comprehensive Early College (EC) strategies, programs, and services that support student access, preparation, and transition to higher education.
*Build and maintain partnerships with HIDOE, community organizations, and higher education institutions to strengthen EC pathways.
*Collaborate with HIDOE principals, counselors, and teachers to ensure academic alignment, effective program delivery, and shared accountability for outcomes. Work with UHWO Division Chairs for staffing of all EC classes.
*Promote EC initiatives across the campus and community to build awareness, support, and sustainability.
*Maintain adherence to project timelines, deliverables, and performance measures in accordance with institutional, HIDOE and federal reporting requirements. Remain current with USDOE, HIDOE, and UHWO policies and procedures to ensure full compliance.
*Oversee budget management for Early College Initiatives.
*Supervise peer mentors, staff, and/or faculty assigned to Early College programs.
*Ensure compliance with institutional data standards, external reporting, and accreditation requirements. Prepare statistical, narrative, and other reports for institutional and external stakeholders.
Oversee data collection, analysis, and reporting to measure student participation, progress, and outcomes. Conduct research to inform policy, program design, and continuous improvement.
Assist in annual performance reports of grants offering college and college readiness programs at UHWO. Coordinate with UHWO leadership to institutionalize EC programs and practices beyond the federal funding period.
Support faculty, staff, and HIDOE instructors in integrating Hawaiian Culture-Based Education (HCBE) strategies into EC courses and activities.
Facilitate training, workshops, and mentorship opportunities for staff, peer mentors, and instructors involved in EC delivery.
Other duties as assigned.
Minimum Qualifications:
Possession of a baccalaureate degree in education, higher education administration, or a related field and four (4) years of progressively responsible professional experience with responsibilities for higher education, program management, or student services; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
Considerable working knowledge of principles, practices and techniques in the area of college access advising, student support services, and/or student affairs as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies.
Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with college access advising, student support services, and/or student affairs.
Demonstrated ability to resolve wide range complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner.
Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.
Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team members and individuals.
Demonstrated ability to operate a personal computer and apply word processing software.
For supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.
Supplemental Minimum Qualifications:
Ability to simultaneously plan, organize, and lead administrative and organizational processes as applied to the management, strategic visioning, and analysis of programs, policies, services, and operations while managing multiple tasks.
Demonstrated ability to facilitate others in a collaborative, team-based environment.
Demonstrated ability in program development skills, especially in the areas of needs assessment, program design, and program implementation.
Demonstrated ability to assess and evaluate student needs as well as design and deliver a responsive program or service.
Ability to interpret and apply legal and policy provisions to situations consistently.
Ability to travel and work outside normally scheduled business hours including evenings, weekends, and/or holidays as necessitated by program requirements.
Demonstrated ability to work effectively with multicultural populations, especially those who are at-risk urban minority youth of secondary school age.
Desirable Qualifications:
Master's degree in education, higher education leadership, or related field, and the equivalent of four years of progressively responsible professional experience in providing educational services or assistance to students involving program management, higher education, or student services with a Hawaiian or other related Pacific Island cultural focus and including at least two years of supervisory experience.
Extensive knowledge of community, secondary, and post-secondary educational systems.
Experience in providing direct services to communities in West O'ahu.
Working familiarity with Native Hawaiian communities, agencies, and organizations.
Skilled in working with various student populations that include at-risk, socioeconomically disadvantaged, underrepresented, and/or non-traditional students.
