About the Position
Dexis seeks an experienced Program Manager to support an anticipated project with the Department of Labor in the Office of Child Labor, Forced Labor and Human Trafficking (OCFT) to support communication, research and data analysis. The Department of Labor (DOL)/ILAB reports on child labor, forced labor, and human trafficking in accordance with Congressional Mandates and an Executive Order.
This position is based in Washington, DC and is contingent upon award.
Responsibilities
Provide strategic leadership and technical oversight to ensure that all deliverables under this contract are of the highest quality and are completed on time and within budgeted amounts.
Lead development and execution of project work plans, timelines, and resource allocations, ensuring seamless coordination across research, editorial, data, and outreach workstreams.
The Project Director shall have full authority to act for the Contractor on all technical matters relating to daily operation of this contract.
Responsible for identifying problems and recommending resolutions; providing quality control; coordinating with the COR and appropriate DOL staff in planning and assigning tasks; and acting as liaison between COR and contractors.
Supervise and mentor a multidisciplinary team, monitoring job performance and professional development of individuals assigned to this contract, and prepare quarterly progress reports.
Qualifications
Active Secret Clearance
Advanced Degree (Master's or higher) in international development, public policy, labor economics, or a related field.
A minimum of ten (10) years experience performing social science research with a minimum of five (5) years of experience serving as a project director or in an equivalent position in project management, managing complex projects with multiple teams working simultaneously on different activities
Experience evaluating employment and training, education, social services, or related programs.
Strong Research and Analytical Expertise: Demonstrated experience designing and overseeing mixed-methods studies, quantitative and qualitative data analysis, and translation of findings into policy-relevant recommendations.
Editorial and Communications Oversight: Experience managing technical writing and editing workflows to produce high-quality reports, briefs, and data visualizations for public release.
Stakeholder Engagement and Facilitation Skills: Ability to convene and guide interagency working groups, survivor networks, and external partners while ensuring ethical, trauma-informed engagement.
Technical Familiarity with International Labor Issues: In-depth knowledge of child labor, forced labor, human trafficking, and supply-chain risk, including use of global datasets and trade-related information sources.
Team Management and Mentorship: Demonstrated capability in leading and developing cross-functional teams, including subcontractors and remote staff, to achieve performance objectives.
Commitment to Quality Assurance: Track record of instituting structured review and validation processes to ensure accuracy, consistency, and compliance with client guidelines.
