As the local, onsite PMO Managing Director, you will oversee the complete lifecycle of federal contracts, from crafting proposals to finalizing agreements. You will ensure compliance with the Federal Acquisition Regulations (FAR) and other applicable statutes. You will manage negotiations, contract changes, and strategic guidance for federal contracting opportunities. You will lead and develop the site Team, create policy, and establish strategic processes and procedures that scale with growth. You will serve as a key decision-maker on contracts below specified thresholds and a strategic partner to senior leadership on major contract activities. You will report directly to the Senior Vice President of Operations East. PRIMARY RESPONSIBILITIES: Serve as the senior operational leader for TechSource at the Savanah River Federal installation leading contract pursuits and wins and ensuring successful contract execution through task delivery, risk management, and performance outcomes . Lead the monthly and quarterly Program Management Reviews (PMRs), prepare and brief both internal executive stakeholders and external customers. Monitor the overall health, lifecycle, and execution of all contracts, acting as the central point of escalation and accountability for delivery excellence. Hire, manage and mentor a team of program managers and staff responsible for growing TechSources federal portfolio through coaching, operational oversight, and staffing support. Drive operational participation in business development, ensuring program staff are actively identifying emerging customer needs, contributing to capture intelligence, and assisting in the development of technical proposal content. Collaborate with executive leadership to shape strategic initiatives, long-term planning, and operational scaling efforts. Develop and implement performance metrics, quality controls, and continuous improvement strategies to ensure customer satisfaction and compliance. Ensure full compliance with all applicable federal regulations, including FAR, DFARS, and agency-specific contracting guidelines. Coordinate across functionscontracts, compliance, legal, HR, financeto ensure accurate reporting, resource planning, and contract adherence. Engage regularly with government and other client CORs, COs, PMs, and technical stakeholders to build strong, trusted relationships and resolve operational issues. Support proposal efforts, including pricing strategy, past performance shaping, staffing models, and delivery narratives. Identify operational risks and implement mitigation strategies across programs. Propose and assist in negotiation and management of subcontracts, teaming agreements, NDAs, and consulting agreements. Ensure subcontractor compliance with flow-down requirements, regulatory standards, and reporting obligations. Establish performance monitoring processes and review mechanisms for subcontractors. Lead or support internal and external contract-related audits (DCAA, DCMA). Ensure accurate and timely entry of contract data into ERP systems (e.g., Unanet, Deltek). Monitor performance, burn rates, and deliverables via real-time reporting dashboards. Represent the company in contract negotiations, including modifications, disputes, and award protests. Liaise with government contracting officers, clients, partners, and internal leadership. Provide regular briefings and recommendations to executive leadership on contract risks, opportunities, and performance.
