Minimum Preparation for Work:
Graduation from an accredited college or university with a bachelor’s degree in an appropriate discipline. Master’s degree in Recreation Management, Parks and Recreation Management, or related field is preferred, but not required; and
Seven (7) years or more of progressively responsible experience in parks and recreation or a closely related field, five (5) of which must have been in a senior management capacity.
Certified Parks & Recreation Professional (CPRP) Certification is highly desired.
Or Combination of education, training, and/or work experience equal to or higher than the requirements listed above as determined by Human Resources
Necessary Special Requirements: Possession of an appropriate driver’s license for equipment operated and any license, training or certification required by law or regulation to complete assigned tasks
Nature of Work: This is highly responsible professional and administrative work serving as Parks & Recreation Director of the City of Pensacola.
The Mayor appoints the Parks & Recreation Director, with the consent of the City Council by an affirmative vote of a majority of City Council Members. The Parks & Recreation Department reports to the City’s Deputy City Administrator as delineated on the City’s Organizational Chart. The Parks & Recreation Director is responsible for the overall planning, development, coordination, and administration of the City’s parks, recreation facilities, resource centers and programs. Work includes the formulation of working policy and procedures in accordance with general policy directives of the City Administrator. Supervision is exercised over professional, technical, and clerical staff.
Essential Job Functions: Plans, directs, and coordinates the work of the Parks & Recreation Department.
Prepares budget estimates and controls expenditures of departmental appropriations.
Currently oversees eleven (11) recreational facilities/community centers, including the programs offered at such, ninety-four (94) parks, two (2) public swimming pools, a municipal golf course, a tennis complex, multiple athletic complexes, etc.
Reviews and improves the quality and variety of youth and adult sports, recreational activities and programmatic offerings available to the community.
Regularly meets with citizens and community leaders to assess the effectiveness of existing offerings in meeting community needs and adjusts programming seasonally accordingly.
Has a “what the customer sees” focus that requires attention to detail from the entire Parks & Recreation team, including an expectation that all parks, community centers, playgrounds, fields, and recreational facilities will be generally aesthetically always pleasing in appearance.
In collaboration with the Facilities and Fleet Department’ Director, the Parks & Recreation Department’s Parks Manager and the City’s Finance Director, maintains an annual routine preventative maintenance schedule for all parks, community centers, playgrounds, fields, and recreational facilities; and maintains a 5-year major Capital Improvement Plan (CIP) with an approved budget tied to the City’s anticipated annual Local Option Sales Tax (LOST) revenue allocations or other dedicated revenue sources.
Coordinates with the Parks and Recreation Board in implementing quality recreation programs for the various needs of the community, including providing a Director’s Report at each Parks and Recreation Board meeting and otherwise ensuring appropriate staff support to the Board.
Formulates policies and procedures for and/or about Parks and Recreation-related processes, including development and implementation of Standard Operating Procedures for all routine Parks and Recreation Department functions and operations.
Responsible for preparing items for action at City Council meetings, including developing and delivering formal presentations to Council on an as needed basis.
Selects personnel for the department, participates in the training and development of personnel, and is responsible for various personnel matters (i.e., disciplinary action, etc.) in cooperation with Human Resources.
Coordinates tasks and projects within the Parks & Recreation Department, in addition to coordinating with other departments and agencies to implement programs, to include Resource Center after School and Summer Camp programming for children ages 5 – 12 years old.
Continuously making periodic inspections to assess the efficiency and effectiveness of the department’s operations and determine the needs of the department.
Prepares and maintains technical and administrative operating records and reports.
Acts as a liaison with Federal, State, local, and other agencies.
Performs related work assigned by the City Administrator.
Knowledge, Skills and Abilities: Knowledge of modern principles and practices in parks and recreation management facility maintenance, afterschool and leisure service programming.
Knowledge of administrative procedures and departmental rules and regulations.
Knowledge of pertinent Federal, State, and local laws and ordinances governing the activities of the department.
Knowledge of modern management techniques and methods.
Ability to plan, assign and evaluate the work of professional, technical, and clerical staff.
Ability to exercise good judgment in evaluating situations and making decisions.

Work Environment: Work is performed in both office and outdoor environments. Exposure to various weather conditions and occasional attendance at evening/weekend events can be anticipated. The noise level in the work environment is usually moderate.
