Overview Accountable for the quality of all nursing care provided within the assigned Hospital or facility/facilities. Provides leadership as the patient care executive responsible for all nursing and other designated patient care functions/services within the facility. Provides direction, leadership, organization, and general management for all employees and other eligible individuals within the organization in accordance with the Oklahoma Board of Nursing (OBN) Practice Act and Cherokee Nation Health Services (CNHS) mission, vision, and values. Qualifications • Bachelor's degree from 4-year college or university; no substitutions. Master's degree preferred. • Ten (10) years of experience in a related field. • Must possess a valid driver's license with a driving history verified through a motor vehicle report that meets requirements for Cherokee Nation underwriting rating. PHYSICAL REQUIREMENTS While performing the duties of this job, the employee is frequently required to stand; walk; sit; use hands to finger, handle, or feel; reach with hands and arms; climb or balance; stoop, kneel, crouch, or crawl; talk or hear and taste or smell. The employee must regularly lift and /or move up to 10 pounds, frequently lift and/or move up to 25 pounds and occasionally lift and/or move up to 50 pounds. This position may have additional or varied physical demand and/or respiratory fit test requirements. CERTIFICATES, LICENSES, REGISTRATIONS • Must possess and maintain a license as a Registered Nurse, issued by the Oklahoma Board of Nursing or a multi-state license accepted by the Oklahoma Board of Nursing. • Must obtain BLS within ninety (90) days of hire and maintain throughout employment. • Must obtain ACLS within one hundred and eighty (180) days of hire and maintain throughout employment. OTHER REQUIREMENTS • The employee must not be and will not be under sanction by the United States Department of Health and Human Services Office of the Inspector General (OIG) or by the General Services Administration (GSA) or listed on the OIG's Cumulative Sanction Report, or the GSA's List of Excluded Providers, or listed on the OIG's List of Excluded Individuals/Entities (LEIE). • Required to meet and maintain pre-employment and periodic background investigation and adjudication for child care. • Routine duties shall include providing health care services to individuals eligible for services by the self-governance compact and funding agreement between the Cherokee Nation and the United States executed under the authority of the Indian Self-Determination and Education Act. • Practices only within the boundaries of competence, based on documented education, training, supervised experience, state and national professional credentials, and appropriate professional experience. • Provides health services of scope, quality, and quantity consistent with Cherokee Nation policies. • Facilitates cooperative efforts between all applicable nursing units and other departments in the facility to ensure quality patient care is delivered. • Ensures that appropriate standards of nursing are established throughout the facility. • Maintains a strong collaborative relationship with the medical director(s) and medical staff leadership to provide a seamless transition of patients across the continuum of care. • Determines manpower and other resource requirements necessary to meet patient needs and makes adjustments as necessary to accommodate unforeseen changes in operational requirements with minimal disruption to the program or quality of care. • Conducts meetings/conferences with subordinate supervisors and employees to explain work requirements, methods, and procedures as needed. • Ensures all nursing staff complies with all appropriate standards including but not limited to those of any accrediting organization and various national nursing associations for the current standards of nursing practice. • Develops and implements systems to monitor operations of the assigned facilities' nursing services in such a way that trends and deviations from expected performance and unusual situations are detected promptly. • Provides direction to subordinate management and staff in matters of program operations. • Participates in coordinating nursing activities system-wide within the assigned facility that promote the mission, vision, and management objectives of the Cherokee Nation and the Division of Health Services. • Coordinates the development of specific nursing procedures to carry out the system-wide policies. • Takes actions necessary for nursing performance to be consistent with benchmark standards for staffing, productivity, scheduling, triage, and patient flow. • Performs supervisory duties in accordance with Cherokee Nation Human Resources Policies and Procedures and any other applicable rules, regulations, and guidelines. • Maintains verifiable records at an institution or facility that has a published records retention policy that is equal to or exceeds the retention required by federal, tribal, and/or state regulations. • Maintains the confidentiality of any information received from any person or source about a client/patient, unless authorized in writing by the client/patient or required by law or court order. • Complies with the applicable state and federal regulations regarding the security, safety, and confidentiality of any health services record created, maintained, or transferred or whether the record is written, taped, computerized, or stored in any other medium. • Other duties may be assigned. LEVEL OF RESPONSIBILITY • Has extensive experience with the concepts and principles of one or more related fields or departments. • Leads and directs the work of other employees. • Contributes to strategic planning, direction, and goal setting for the department or function in collaboration with senior management. • Manages up to five (5) subordinate supervisors who supervise a total of more than one hundred (100) employees in Nursing departments. Manages up to eight (8) non-supervisory employees. Is responsible for the overall direction, coordination, and evaluation of these units. Carries out supervisory responsibilities by following the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. • Bachelor's degree from 4-year college or university; no substitutions.
