INFORMATION TECHNOLOGY DIRECTOR

Under the direction of the Board of Commissioners of the County of Allen, the Information Technology (IT) Director acts as Chief Information Officer for Allen County and is responsible for working with Allen County offices and departments to facilitate and coordinate technology projects. The Information Technology Director is also responsible for evaluating the datacenter, network and desktop infrastructures to ensure security, and to provide adequate and appropriate resources for users. This position is not covered for purposes of pre-termination due process rights under the Allen County Employee Handbook.
ESSENTIAL FUNCTIONS :
Responsible for maintaining Allen County's Department of Information Technology.
Performs as Allen County's Chief Information Officer.
Prepares and controls Allen County's IT budget.
Manages the IT department staff.
Participates on County boards and committees.
Prepares and monitors IT policies and procedures.
Maintains refresh programs to ensure departments can make use of appropriate and current technology.
Provides datacenter, network and desktop infrastructure planning and direction.
Coordinates with departments to assimilate new project needs and requirements.
Recommend system direction by considering how new systems affect or integrate with existing systems.
Determines resources required and system capability.
Manages the purchase of hardware, software and services for Allen County and the payment of invoices.
Serves as the champion for the County's electronic forms system, overseeing its architecture and implementation. Designs, creates, and maintains electronic forms to enhance workflow efficiency, ensure compliance, and support departmental needs.
Responsible for managing outsourcing technology vendors by monitoring project priorities, managing contract expectations and reviewing invoices and contract modifications.
Coordinates technology needs with the City of Fort Wayne Information Chief Information Officer and the Fort Wayne City Utilities Chief Information Officer.
Performs all other duties as assigned.
REQUIREMENTS: Bachelor's degree in information technology, Computer Science or related field
Ten years' experience.
Strong business acumen to consider the effects of decisions on other areas of County business and to understand the return on investment for requested projects.
Strong management and supervisory skills.
Strong interpersonal, verbal and written communication skills to effectively communicate project requirements to technology managers and staff and to communicate project status to Commissioners, elected officials and department heads.
Working knowledge of local government structure, processes and procedures is a plus.
Working knowledge of developing and managing technology infrastructure is preferred.
DIFFICULTY OF WORK:
The Information Technology Director performs work that requires careful study and consideration when integrating new systems into existing systems. Decision making and judgment are required to ensure that the IT infrastructure adequately supports the County's computing and communications needs.
RESPONSIBILITY:
The Information Technology Director collaborates with department heads and elected officials to identify ways IT can assist the County in achieving the County's goals. The Information Technology Director collaborates with the Fort Wayne and City Utilities CIOs to share resources and best practices, ensuring alignment in technology solutions.
PERSONAL WORK RELATIONSHIPS:
The Information Technology Director maintains frequent contact with other County employees, elected officials, department heads and various vendors when managing, facilitating and coordinating Allen County's technology projects.
WORKING CONDITIONS:
The Information Technology Director works in and out of an office setting with frequent sitting and the ability to move about freely. Some lifting of up to forty pounds, bending, pushing/pulling, reaching overhead and kneeling is required and frequent monitoring of equipment and detailed inspection with some proofreading is to be expected. Very frequent typing and attention to detail exists. The Director of Information Technology is sometimes exposed to noise.
SUPERVISION:
The Information Technology Director is responsible for supervising three full-time employees, including scheduling, disciplining and evaluating.
