Description
SUMMARY: Is responsible for managing all aspects of Human Resources to include the following: recruitment, hiring and retention practices, payroll, policies and procedures and employee development strategies. This position also administers the company's personnel system and programs such as organizational planning and development, employment practices, employee relations, compensation, benefits and employee services.
ESSENTIAL DUTIES AND RESPONSIBILITIES: Recommends Human Resources policies and objectives for the company in conjunction with federal, state, and local laws and be knowledgeable of such laws. Determines and recommends employee relations practices necessary to establish a positive employer-employee relationship and promote a high level of employee morale. Protects interests of employees and the company in accordance with company policies and procedures. Advises managerial staff in corrective actions and approves recommendations for employee termination. Provides necessary counseling/coaching services that may be needed by company employees. Prepares, recommends, and maintains records and procedures for controlling personnel transactions and reporting personnel data. Designs personnel forms and directs the maintenance of personnel records by all departments. Serves as EEO specialist. Proposes, publishes, and administers personnel policies Accepts all applications and works with applicants and department heads. Processes all new employees and all change-of-status forms. Provides public information such as verifying employment. Advises in developing and implementing new employee orientation programs as well as participates in new employee orientation programs. Advises managerial staff on issues of morale and recommends appropriate improvement programs. Coordinates employee problem resolution procedures and activities. Reviews employee appeals through complaint procedure. Coordinates and administers benefit programs. Oversees implementation of programs through Human Resources consultants, insurance brokers, insurance carriers, pension administrators, training specialists, labor counsel, and other outside sources. Monitors unemployment claims and assists company with appeals. Monitors performance appraisal program. Maintains permanent personnel records. Fields all questions regarding outside recommendation letters, dates of worker employment, and other related matters. Oversees collection of all payroll data. Processes and review payroll data Processes payroll data reports for CFO. NON-ESSENTIAL DUTIES AND RESPONSIBILITIES Perform other related duties as assigned
Qualifications
Minimum Qualifications A Bachelor's degree in public or business administration, personnel management, or a related field; or any equivalent combination of experience and training that provides the required knowledge, skills and abilities. Must have superior typing, grammar, spelling, telephone, interpersonal skills, and organization. Must have good communication skills, reasoning abilities and sound judgment. Three years of progressively more responsible experience in all phases of personnel administration and supervision. Must have a fundamental understanding of computer processing, legal concerns of personnel administration, and finance and accounting. Ability to perform a variety of tasks, often changing assignments and frequently all at the same time. Must be able to reconcile differences between employees and supervisors.
