*Finance Director*Are you the right applicant for this opportunity Find out by reading through the role overview below.*Borough of Hummelstown**CLASSIFICATION*: Exempt *REPORTS TO*: Borough Manager*REVISION DATE*: March 2022*GENERAL SUMMARY:* This is an exempt position providing technical and administrative accounting work along with complex administrative duties. Duties including accounts payable, procurement, record keeping and reporting. Also assists the Borough Manager with human resource functions, development of policies, programs or regulations and key administrative projects.*ESSENTIAL FUNCTIONS:** Keeps all books and records as required under governmental accounting, auditing, and financial reporting standards. Responsible for maintaining all funds, including reconciling all accounts, maintaining journal entries, balance sheets, trial balances, chart of accounts, funds and fund descriptions.* Verifies and enters biweekly payrolls submitted by all departments and assist third party agency.* Maintains personnel files on employees including performance evaluations and benefit information.* Prepares and provides all records necessary for the annual or special audits.* Provides information to employees regarding payroll checks, health care insurance coverage, etc. Additionally, aids the municipal manager in the administration of employee benefits, which includes data submissions and reporting to third party retirement system and deferred compensation, administrators, managing employee insurance benefits and reporting to state agencies.* Maintains a daily cash balance; prepare and balance deposits; examine receipts for accuracy and completeness; deposit monies into bank.* Assists with the management of the health care and municipal property insurances, Worker Compensation and Unemployment Benefits.* Prepares monthly and various annual/financial reports, including billing reports and monthly revenue and expense reports and prepare and file various forms and reports to other agencies including Penn DOT Liquid Fuels Reports, DCED Municipal Tax Information forms, Auditor General Pension information forms, etc.* Assists in the development of short- and long-range plans; gather, interpret, and prepare data for studies and reports.* Assists Borough Manager with the preparation of the annual budget.* Initiates and maintains a records disposition and retention program.* Demonstrates a continuous effort to improve operations, streamline work processes and work cooperatively and jointly to provide quality seamless customer service.* Attends Borough Council meetings and keeps record of proceedings in the form of minutes.* Supports accounts receivable and implements those duties, as needed.* Develops notices, flyers, brochures, newsletters, or other information materials about programs or services.* Provides social media support by maintaining website and Facebook page.* Provides technical/administrative support to the Borough Manager as needed.* Serves as the Assistant Right to Know Officer.* Performs all other duties as assigned.*QUALIFICATIONS:*1. Bachelor’s degree in Business Administration, Finance, Accounting, or a related field from an accredited college and two (2) years of accounting experience performing computer automated accounting, budgeting, and other financially related analytical tasks; or five (5) years of accounting experience performing computer automated accounting, budgeting, and other financially related analytical with preferably an associate degree.2. Shall have the ability to be bonded.3. A minimum of 3 years’ experience in municipal administration or related responsibility is preferred.*KNOWLEDGE:** Knowledge of computer hardware and software, specifically Microsoft Word, Excel and Outlook.* Comprehensive knowledge of Quick Books.* Working knowledge of GAAP and GASB standards is beneficial.*ABILITIES:*1. Considerable knowledge of bookkeeping and accounting methods, practices, and principles.2. Strong analytical and problem-solving skills.2. Knowledge of, or ability to expeditiously learn, the current borough operating system.3. Knowledge of, or ability to expeditiously learn, municipal budget preparation, execution, and procedures.4. Ability to manage complex projects and adapt to changing circumstances.5. Ability to input data, view, and comprehend information on a computer for extended periods, such as two or three hours at a sitting.6.
