Incumbent works under the direction of the Community Mental Health Center (CMHC) Administrator or designee, coordinating and monitoring fiscal activities for department programs, overseeing accounts payable and receivable, budgetary processes, contracted services, patient records and accounts, inventory, and payroll.

Responsibilities Coordinate budget preparation process and monitor departmental expenditures, ensuring adherence to approved budget. Establish and maintain effective work relationships with clients, supervisors, County employees, elected officials, attorneys, law enforcement, judges, other agencies, and the public. Comply with Civil Service Rules, collective bargaining agreements, County policies, department policies and laws to create a cooperative, safe, and respectful and quality work environment. Work with internal and external auditors, other County departments, Board of Trustees (BOT), and Board of Commissioners (BOC). Lead, direct and administer financial systems for CMHC and other service areas, remaining informed of emerging healthcare fiscal trends. Communicate applicable finance information to CMHC Administrator, BOT, Director of Budget and Finance, CMHC Executive Staff, and applicable line managers. Maintain adequate financial systems through auditing and monitoring; and implement policies, procedures, and systems needed to uphold financial integrity and service quality. Ensure financial activities follow generally accepted accounting principles (GAAP), accepted business/accounting practices, and regulations. Monitor expenditures, prepare variance reports, and report causes of variances to superiors. Assist in developing CMHC strategic plans, including short- and long-term budgets. Advise the CMHC Administrator and BOT on financial trends, issues, and activities to facilitate decision-making. Recommend actions regarding legislation, regulations, and other matters affecting financial operations. Review and recommend financial adjustments to the Administrator, ensuring proper account application. Serve as a financial subject matter expert, responding to management inquiries and informing the Director of Budget and Finance of unusual situations. Maintain knowledge of Medicare/Medicaid regulations, including contractual analysis and adjustments. Conduct budget meetings with management for annual submissions and reviews. Assist program managers in budget formation, collaborating with grant writers and revenue sources. Coordinate the Region 6 Behavioral Healthcare budget. Oversee billing processes and develop financial reports on spending patterns and trends. Oversee and manage contracts ensuring compliance and enrollment. Maintain payroll entries and attendance records. Develop and analyze financial department activities like billing, revenue, and patient accounts. Ensure departmental compliance with fiscal policies and procedures. Validate and approve accounts payable and receivable. Review accounting for designated areas. Follow records retention policies and establish procedures for non-covered documents. Collaborate on RFPs and review proposals for procurement processes. Participate in collective bargaining negotiations. Coordinate with vendors on technology projects. Serve on various committees as assigned. Operate a motor vehicle when required for County business. Report to work consistently at assigned locations. Perform other duties as assigned. Qualifications Bachelor's degree in Business Administration, Accounting, Finance, or related field required. Two years of accounting, budget preparation, or contract solicitation experience required. CPA preferred. Valid driver’s license and transportation required. Pre-employment criminal record check and drug screening required. *Equivalent education and experience may be substituted on a year-for-year basis.* Physical and Work Environment Work is generally performed in an office setting with moderate noise.
