Job Description Full Circle’s Executive Vice President of Property Management (EVP-PM) is an officer’s title and is part of the Leadership Team. The EVP-PM is a responsible for the day-to-day and strategic oversight of our affordable housing portfolio. This position ensures that all properties operate efficiently, deliver outstanding resident experiences, maintain compliance with all regulatory requirements, and foster a workplace culture that attracts and retains top talent. The ideal candidate will be a collaborative leader who is committed to service, equity, accountability, and excellence in pursuit of our mission. To this end, the EVP will: Strategic Leadership & Team Development Provide vision, direction, and support to the Property Management team, including regional managers, site staff, and maintenance personnel. Foster a culture of professionalism, accountability, equity, and resident-centered service. Monitor staff load and lead staff recruitment, training, performance management, and professional development. Resident & Customer Satisfaction Champion a high-quality resident experience through responsive service, well-maintained communities, and equitable policies. Conduct regular site visits, operational reviews, and resident feedback initiatives to assess and enhance performance; respond to complex resident concerns and feedback. Partner with Mission Impact teams to support tenant stability and community engagement. Operational Oversight Oversee daily operations for a diverse portfolio of affordable and supportive housing properties, including occupancy, maintenance, rent collections, and lease enforcement. Ensure effective execution of property budgets, financial reporting, and cost controls. Analyze operational metrics and implement improvements to optimize performance. Compliance & Risk Management Ensure full compliance with federal, state, and local housing regulations including LIHTC, HUD, Section 8, and Fair Housing laws. Oversee the preparation and execution of compliance audits and site inspections and reporting; proactively address findings and implement corrective actions. Develop, implement, update and train staff on operational policies and procedures to meet compliance and risk management standards. Quality Assurance, Continuous Improvement and Collaboration Develop and implement operational policies and procedures to ensure consistency, effectiveness, and high-quality service delivery across the portfolio. Identify and implement best practices in affordable and supportive housing management. Collaborate closely with internal departments including Property Management, Accounting and Finance, Real Estate Development, and Mission Impact. Participate in strategic planning initiatives and organizational decision-making. Contribute to long-term planning regarding property acquisitions, renovations, and repositioning strategies, and oversee initial budget projections for acquisition and development opportunities. Qualifications, Skills And Abilities Candidates must have: Bachelor’s degree (Master’s degree preferred) and 10 year’s progressive experience in affordable housing real estate management and compliance (5+ in a leadership role). Sophisticated understanding of property management processes, and an in-depth technical aptitude for and knowledge of compliance under complex private and public debt financing and equity for affordable housing, including LIHTC, HOME, CDBG, Section 8, and Section 811. Substantial experience with and knowledge of financial review, customer service and property management methods. Well-developed oral, written, public speaking, analytical and negotiation skills. Ability to collaborate with and lead a wide variety of individuals and groups. Capacity to work productively under pressure. The capacity to assess and communicate financial and reputational risk and related high level project information.
