Base pay range $116,300.00/yr - $254,700.00/yr Direct message the job poster from University of California, Davis Talent Acquisition Partner | Leadership Recruitment The Executive Director, Transportation Services is a senior management position responsible for providing broad, strategic vision and direction on transportation issues for the UC Davis campus in Davis, California, working in close collaboration with colleagues at UC Davis' Sacramento campus. Under the general direction of the Associate Vice Chancellor (AVC) for Safety Services, leads the Transportation Services (TS) units. Supports client relationships, stewardship responsibilities, and supervision of staff. Responsible for managing and aligning these units with planning and environmental stewardship initiatives, supporting the overall success of UC Davis transportation networks and sustainability. Maintains customer service standards for campus stakeholders and identifies opportunities for business process improvement in areas interfacing with the University. The Executive Director of Transportation Services is responsible for creating an integrated customer-friendly platform across all transportation program areas to ensure access and mobility to the Davis campus in increasingly sustainable modes for all communities of people who study, work, and visit the campus. Also responsible for continuous improvement processes and for developing new programs to advance mobility, access, safety, and sustainability goals. Serves as a member of the Safety Services’ senior management team. Minimum of five years of progressively responsible senior-level management experience in planning, organizing, and directing a complex operational unit, preferably in a higher education setting. Experience managing budget, financial and administrative operations in a research, teaching and/or public service environment. Experience selecting, supervising, training, and evaluating supervisory professionals and technical staff. Experience in sound leadership skills, human resources management, effective interpersonal skills, and strong written and verbal communication skills. Experience in effectively aligning resources with goals in an environment of competitive demands for resources. Skill to establish work assignments, set expectations, evaluate performance and provide reward or corrective action as required. Excellent analytical and management skills to independently recommend solutions to complex problems and issues. Knowledge of fundamentals of parking facility design. Knowledge of design standards commonly used in general construction. Preferred Qualifications A Certified Administrator of Public Parking (CAPP) or similar certification is preferred. Proven leadership ability and experience in directing skilled work teams engaged in delivering civil and industrial services. Knowledge of California statutes including Title 13 (vehicle code), Title 8 (Industrial Relations-Cal OSHA) and the Public Contract Code. Knowledge of California regulations governing air and water quality specifically as related to fleet emissions, greenhouse gas and watershed management. Knowledge and familiarity with the Caltrans manual of standard plans and specifications. Strong skills in job estimating, work sequencing and business contracts. Skill to design and develop programs, facilities and practices used for research and academic efforts. Analytical and conceptual skills applied to the resolution of complex problems. Identify key issues in complex situations, evaluate options and initiate strategies for resolution. Skill to read and understand complex laws and regulations concerning open space, waterway recreation and public transportation facility management. Knowledge of current trends, principles, practices, methods and techniques applicable to outdoor program administration. Key Responsibilities 70% - Transportation Operations and Planning 20% - Budgetary Leadership& Analytics 10% - Training and Development Department Overview Position has responsibility for the following units and programs: Parking Services oversees the development, planning, implementation, administration and management of programs, goals, budgets, policies and procedures for campus parking operations that include more than 18,000 parking spaces and three parking structures on the Davis Campus and the Aggie Square Garage at the Sacramento Campus. This unit includes parking enforcement, event parking coordination and permit sales. University Airport oversees and manages the planning, development, implementation, fiscal, maintenance, and operational responsibilities of a general aviation public airport, including a development program that integrates all legal, economic, and political aspects, a land assessments program, and a property management program. Manages operations and maintenance of existing facilities and services; coordinates airport/aviation planning; complies with the rules and regulations of the Federal Aviation Administration and the State Division of Aeronautics; secures and manages federal and state grants/loans in support of maintenance and operational requirements; manages a complex aviation fuel program; and manages the contractual agreements of two fixed-based operators, Davis Air Repair and the Cal Aggie Flying Farmers. Transportation Demand Management Program oversees the management of the programs and services that support sustainable modes of transportation and Transportation Demand Management strategies. Reviews development proposals and works with federal, state, and regional agencies to develop and implement programs to promote sustainable transportation modes, improve air quality, and reduce single occupancy vehicle automobile trips. Oversee marketing, verification of plan compliance and the research of other successful programs. Bicycle Program oversees the management and encouragement of the popular and beneficial use of the bicycle as an important mode of transportation to, from, and on campus by providing the campus community with a safe, secure, and efficient cycling environment in response to customer needs and expectations. UC Davis is consistently ranked as the top bicycle-friendly campus in the country. Mobility Assistance Shuttle Program oversees the management of the shuttle service provided to campus students, faculty and staff with documented disabilities. The shuttle program provides on campus rides to specified locations for academic or work-related purposes year-round. Manage the intra-campus shuttle between the UC Davis Health campus and other campuses including their programs and inter- agency agreements. Chair and participate on transportation related committees to include the Campus Mobility Committee, Transportation Parking Administrative Advisory Committee, Micromobility Committee, and others.
