GENERAL DESCRIPTION
: Perform advanced managerial work providing direction and guidance in strategic operations and planning in the Procurement and Contract Services (PCS) office. Work involves establishing the strategic plan, goals, and objectives within the agency’s available resources while ensuring compliance with and utilizing complex procurement rules, statutes, and guidelines; developing policies; reviewing guidelines, procedures, rules, and regulations; establishing priorities, standards, and measurement tools for determining progress in meeting goals; coordinating and evaluating program activities; and reviewing and approving budgets. Plan, assign, and supervise the work of others. Work under minimal supervision with extensive latitude for the use of initiative and independent judgement. The following Military Occupational Specialty codes are generally applicable to this position.

ESSENTIAL DUTIES / RESPONSIBILITIES:
1. Direct activities related to the procurement and contracting of goods and services.
2. Develop and implement techniques and processes for evaluating and maximizing efficiency and effectiveness of program activities.
3. Develop and establish goals and objectives consistent with the agency’s strategic plan.
4. Identify the need to revise program area(s).
5. Provide direction, guidance, and assistance in program area(s).
6. Review and approve management, productivity, and financial reports and studies.
7. Review guidelines, procedures, rules, and regulations; and monitors compliance.
8. Plan, develop, and approve schedules, priorities, and standards for achieving goals; directs evaluation activities.
9. Plan, develop, implement, coordinate, monitor, and evaluate policies and procedures.
10. Represent the agency and/or PCS at business meetings, conferences, seminars, boards, panels, and committees.
11. Plan, assign, and supervise the work of others.
12. Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.
13. Perform other duties as assigned.
Qualifications
GENERAL QUALIFICATIONS and REQUIREMENTS:
Education –Bachelor’s degree from an accredited four (4) year college or university with a major in business, public administration, finance, law or related field.
Experience – Minimum of nine (9) years’ of progressively responsible work experience in contract development, administration, management, evaluation, or monitoring of contract providers.
Substitution Note: Additional work experience of the type described or other related education may be substituted for one another on a year-for-year basis.
Licensure and/or Certification – Certification as a Texas Contract Developer (CTCD) or Texas Contract Manager (CTCM) is required. Dual certification CTCD and CTCM required within one year of employment. Valid driver license from state of residence is required.
Regulatory Knowledge – Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures, including those relevant to procurement and contract administration and management.
Supervisory/Managerial/Leadership Skills – Knowledge of management and supervisory methods and principles, performance and productivity standards, and fiscal/budget and procurement management. Able to develop plans, policies, and procedures for efficient workflow and overall effectiveness. Must exhibit integrity; provide clear direction to subordinates; promote teamwork and be able to motivate others to accomplish goals.
Interpersonal Skills – Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers.
Organizational and Prioritization Skills – Must be organized, flexible, and able to effectively prioritize in a multi-demand and constantly changing environment; able to meet multiple and sometimes conflicting deadlines without sacrificing accuracy, timeliness or professionalism.
Presentation/Communication Skills – Must be able to construct and deliver clear, concise, and professional presentations to a variety of audiences and/or individuals. Knowledge of preparing reports.
Research and Comprehension – Must demonstrate ability to quickly and efficiently access relevant information, and be able to utilize and/or present research and conclusions in a clear and concise manner.
Analytical Reasoning/Attention to Detail – Must demonstrate an ability to examine data/information, discern variations/similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems.
Technology (computers/hardware/software/operating systems) – Must possess appropriate levels of proficiency with utilized software and systems and be able to learn new software/systems. Demonstrated proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
Confidentiality and Protected Information – Must demonstrate an ability to responsibly handle sensitive and confidential information and situations, and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.
Travel and/or Schedule – Availability for after-hour and weekend work is required.

State of Texas Benefits and Retirement Information:
Current DPS employees who submit applications for posted DPS positions shall notify their immediate supervisor in writing.
A DPS employee who is selected for a position in the same salary group and state title as their current position will be transferred with no salary change.
A DPS employee who is selected for a position in their current salary group with a new state title may receive an increase of no more than 3.4% over their current salary regardless of posted salary.
Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions.
