This Division Director position will provide leadership and direction for the Division of Health Care Quality (DHCQ). DHCQ protects residents and patients in licensed and certified Delaware facilities and health care agencies. Services include, but are not limited to, Long-term Care (LTC) Licensing and Certification, Acute/Outpatient Health Facilities Licensing and Certification, facility monitoring, investigations, and maintaining the Certified Nursing Assistant (CNA) Registry. The Director will ensure adherence to all Department, State and Federal laws and regulations regarding Centers for Medicaid and Medicare Services (CMS) regulations that pertain to the work of the Division. Essential Functions

Serves as a member of the DHSS Cabinet Secretary’s Executive Team requiring attendance and participation at various high-level leadership meetings. Supports efforts to address issues identified through the legislative Long-Term Care and Memory Care Task Force and the Aging-In-Place Working group. Supports the enforcement of compliance with state and federal regulations. Ensures appropriate investigation of complaints of alleged abuse, neglect, mistreatment, and financial exploitation within long term care agencies. Builds and manages a leadership team and their direct reports, through an internal functional organizational structure, who can fulfill the mission and objectives of the division. Aligns staff performance plans with key department, Office of the Governor, legislative objectives, and federal requirements. Provides oversight for resource development and budget management. Responsibilities include: preparing the Division’s annual operating budget of $7.9 M and working with the Governor’s budget Office and legislature through the Budget approval process, managing the budget based on sound accounting practices, complying with audits, and ensuring services are provided within budget limitations and developing and managing grants. Develops and leads implementation of Division level strategic and program spending plans in coordination with the Office of the Secretary. Job Requirements

Applicants must have education, training and/or experience demonstrating competence in each of the following areas.
1.Experience with long term care and resident and client protection.
2.Experience in staff supervision which includes planning, assigning, reviewing, and evaluating the work of others; OR supervising through subordinate supervisors a group of professional, technical, and clerical employees.
3.Experience in developing policies, procedures, and regulations. Enforcement of policies, procedures, and regulations is preferred.
4.Experience in budget administration which includes managing, developing, analyzing and implementing budgets; developing strategic plans and establishing internal controls. Conditions of Hire
