Exempt Position Summary
The Director of Human Resources will perform highly advanced(senior-level) management and supervisory work for the agency’s Human Resources department. Ensures that the human resources philosophy is aligned with the strategy of the agency and is fully integrated into all programs, operations, and services. Leads the vision, strategy, development, and execution of human resources programs to advance the agency’s mission and vision. Develops and implements a broad array of programs and services that will drive organizational results, change agility, and maximize the potential of its people resources. The Director of Human Resources offers timely, forward-thinking counsel on all issues related to the agency’s workforce strategies, culture, employee experience and engagement plans. Develops and implements, a broad array of programs and services that produce positive employee experiences, maximizes the agency’s mission, and leads the agency’s efforts to comply with federal, state, and local employment laws. Provides leadership and consultative services to the Agency Head, executive leadership, supervisors, and staff in all areas of Human Resources including leadership, coaching, employee engagement and relations, talent acquisition, development and retention, culture, total rewards, organizational design and change, organizational and performance management, learning and development. Work includes the development of policies and procedures and communicating the agency’s people management philosophy. Plans, assigns, develops, and supervises the work of others. Serves as a member of the agency’s senior leadership team and works under minimal supervision of the Agency Head with extensivelatitude for the use of initiative and independent judgment. Collaborates directly with the agency leadership to develop, lead, manage, and influence workforce plans, talent acquisition strategies, performance management, professional development, succession planning, and compensation, system wide cultural and organizational change; provides leadership and expertise in people management including supervision of the day-to-day operations ensuring quality customer service and employee experiences; actively participates in the long-term and short-term strategic planning processes incorporating Human Resources best practices and collaborating with peers to define appropriate and achievable goals and objective measurements; develops, implements, monitors, and provides guidance to ensure compliance with all applicable agency policies, procedures, and employment laws builds credibility and trust with agency leaders and staff to develop effective relationships and buy-in with all key stakeholders.
Develops and oversees wellness strategies to maintain a healthy workplace culture including programs and initiatives related to employee communications, engagement, and relations across agency divisions; Proactively drives effective communications, engagement, and recognition plans in partnership with senior leadership; Fosters a culture of accountability, trust, recognition, and results among staff at levels consistent with agency goals.
Fosters a culture of safety awareness, training, and practices; manages the agency’s workplace safety coordinator, programs, and initiatives; prioritizes and educates the agency on workplace and employee safety protocols; updates agency leaders on safety concerns and recommends the appropriate solutions to decrease safety incidents and worker’s compensation claims.
Ensures agency compliance and conducts administrative reviews of employee complaints including Equal Employment Opportunity and civil rights violation allegations; assists with or recommends methods for resolving work-related problems issues e.g., disciplinary actions, including dismissals; oversees the agency’s grievance process; works with legal staff to assist with human resources related litigation preparation if necessary.
Plans and coordinates people programs including talent acquisition, employee engagement, total rewards, wellness, safety, risk management, organizational development, talent management and development; collaborates with the General Counsel to ensure the effective administration of the agency’s ethics program including compliance with the ethics training policy; drafts and provides guidance concerning strategic employee communication plans and best practices.
Oversees the establishment, collection, maintenance, monitoring, and verification of people records and statistical data including adherence to the agency’s records retention schedule; produces, analyzes, and interprets quarterly HR metrics and reports while adhering to deadlines for submission; develops and reviews workforce data to identify relationships between and among datasets, and shares insights to guide agency decision making.
Directs the Human Resources department including program activities, daily operations, and human resources functions; Develops, provides, and oversees the agency’s staff development and mandatory training including manager/supervisory training, safety/accident training, development of career ladder opportunities, performance goals, and timely performance appraisals; Ensures the appropriate service levels are provided to all agency divisions by the Human Resources department; Oversees and reviews the Human Resources department’s budget and the agency’s training and professional development budget to ensure that funding requirements are met.
Other Job Functions
Facilitates presentations to agency staff, administration, and other agencies and organizations as needed
Researches, interprets, and provides bill analysis during legislative sessions
Testifies on legislation affecting human resources policies and the state’s workforce as needed

Qualifications
Education
Graduation from an accredited four-year college or university with major coursework in human resources management, human resources development, business management, or business or public administration
Experience and Training Required
Ten (10) years of progressively responsible professional experience working in the Human Resources field
Ten (10) years of experience dealing with and resolving work related problems; including disciplinary actions, dismissals, and employee grievance processes
Ten (10) years’ experience supervising, leading, and managing an HR department.
Ten (10) years of experience developing strong relationships with Senior Leadership to collaborate on operational initiatives and improvements
Professional in Human Resources (PHR) certification or SHRM-CP certification preferred; attainment of PHR or SHRM-CP certification within one year of hire date is required
Experience and Training Preferred
Experience administering human resources functions using the Texas Comptroller of Public Accounts’ Centralized Accounting Payroll/Personnel System (CAPPS), e.g., Position Management, Human Resources, Benefits Administration, Time & Labor, Learn Center, Talent Acquisition, Performance Management, Employee and Manager Self-Service
Knowledge, Skills, and Abilities
Thorough knowledge of principles and practices of State of Texas government human resources administration
Thorough knowledge of Equal Employment Opportunity laws, the Employees Retirement System’s benefits programs, and laws and regulations governing human resources administration, e. g., state leave accounting, state salary administration and the state position classification system
Working knowledge of performance planning and appraisal methods
Working knowledge of dispute resolution/arbitration principles and ability to coordinate grievance and complaint processes
Knowledge of human resources and talent acquisition processes, procedures, and practices
Knowledge of training procedures and techniques; familiarity with instructional design and curriculum development
Knowledge of human resources strategic planning
Knowledge of management and supervision practices of a State of Texas government people program; including direct supervision of staff
Exceptional interpersonal and communication skills, including giving presentations
Skill in forms development and processing, and familiarity with state and federal reporting requirements
Demonstrated ability to work on concurrent tasks while effectively organizing, prioritizing, and coordinating work assignments includes determining on your own what needs to be done, and anticipating the needs of supervisor and departmental staff without waiting for instruction or work to be assigned
Demonstrated presence to interact effectively with the senior leadership
Ability to write and implement policies and procedures
