PURPOSE:
As a member of the Enterprise Strategy Division, the Director of Strategic Planning & Governance leads a team to develop and drive attainment of three-year corporate strategy and associated goals and metrics, as well as an annual refresh, with the Executive Leadership Team and other key stakeholders in support of the CareFirst mission and vision. As part of the role will be the build out planning & governance capabilities at CareFirst, the ideal candidate will have a vision for what can be done better and be entrepreneurial in standing up appropriate cadences. ESSENTIAL FUNCTIONS: Strategic Planning: Three-Year Corporate Strategy and Annual Refresh: Partner with Financial Planning & Analysis, the Enterprise Project Management Office (ePMO) and other key stakeholders to design and facilitate an annual planning process that is cohesive, coherent and well communicated to the business across component parts, e.g., budgeting, strategic investment processes, enterprise risk assessment and annual planning. Engage, throughout the year, in forums that guide and / or are informed by the corporate strategy, including QBR, POW/SIC, BAC and others as appropriate. In the final year of a three-year strategy, lead a data-backed process with the Executive Leadership Team and other key stakeholders, as appropriate, to align and craft updated goals, define associated metrics and measurement plans. Partner with Communications teams on approach to communicating three-year and annual plans. Divisional Strategic Planning: Lead a process to cascade the three-year strategy, associated goals and metrics, annually to individual divisions such that they build appropriate division-level annual strategic plans, as well as budget and strategic investment requests, to drive attainment of corporate goals. Review plans for alignment to the corporate goal, clarity of articulation, feasibility and other factors, and provide feedback to the divisional leads. Interdependencies: Facilitate a process to surface key interdependencies on other divisions that are enablers to attaining the divisional strategic plan and ultimately corporate strategy and goals. Performance Monitoring & Governance: Manage process of monitoring performance against corporate goals for the Quarterly Business Review (QBR), the Board of Directors and others purposes. Stand up and manage, as needed, cross-divisional governance forums and processes to drive transparency, accountability and urgency around attainment of corporate goals and interdependencies. Identify and surface gaps in attainment. During three-year plan refresh, partner with the business, as needed, to define individual corporate goals metrics and identify lead indicators that will be used for QBR, Board and other purposes. Other Enterprise Strategy Assignments: Create Executive and Board materials as required; keep abreast of changes in the industry to inform strategy deliverables; assist in the design of long-range strategic planning activities, such as: scenario planning, contingency planning, visioning sessions, and focused 'deep-dive' analysis of various strategic topics; lead and participate in special projects as agreed to with division leadership and bandwidth permit. QUALIFICATIONS: Education: Bachelor's Degree Experience: 10 years of related professional experience including demonstrated experience in a consulting, planning, and/or program management role. 3 years management experience Preferred Qualifications: Comprehensive understanding of the health care and health insurance industries. Master’s Degree in Business Administration or advanced degree in health-related field preferred. Knowledge, Skills and Abilities (KSAs): High degree of professionalism, discretion and confidence along with the ability to effectively interact with and influence all levels of an organization. Demonstrated project management and consulting skills; Strong organizational and time management skills including the ability to prioritize multiple projects and assignments. Strong written and oral communication skills with the ability to deliver presentations to a wide variety of audiences. Entrepreneurial; ability to deal effectively with ambiguous situations and be flexible, as appropriate, as well as create structure to reduce ambiguity. Strong analytical and critical thinking skills. Ability to organically offer perspectives and insights.
