Position: Director, Program Management
Location: Remote
Contract
Perform a portfolio assessment then design and operationalize a portfolio management system and processes that integrates with governance and existing processes, tools, and systems, including but not limited to intake, change management, change control, and other tools that manage and track work.
Assist with maturation of the Enterprise Program Management Office as integration of portfolio systems and processes are defined and operationalized.
Assist in defining and developing enterprise-wide project/program management practices, governance standards, processes, and metrics related to Portfolio.
Coordinate activities to ensure projects and programs are initiated, defined, tracked and communicated consistently and effectively.
Integrate effective change and risk management controls.
Assist in addressing IV&V and other assessment findings related to portfolio and related processes, systems, and tools.
Assist IT and FX leadership along with other key stakeholders to define opportunities to identify and prioritize projects based on predefined criteria and update inconsistent standards relating to the FX Program.
Manage portfolio meetings and reviews of all work contained in the portfolio system quarterly, or more frequently as needed.
Disseminate information to all Project Support Team members through electronic methods directed by the Agency and consistent with the project communication plan.
Provide portfolio information to ESC Workgroups, management, and other governance groups as requested.
Coordinate efforts to integrate with Change Control completion of work with team members including any other Agency, FX, or third-party vendors to implement the system improvements and/or new systems, as necessary.
Assist with the Testing Center of Excellence on a limited basis as agreed upon.
Possess extensive knowledge and expertise in project/program management, portfolio management methodologies, and related processes and tools.
Effectively communicate ideas and work well with others to implement new processes and systems.
Required Knowledge, Skills & Abilities
10+ years of IT and business/industry work experience
8+ years of professional experience managing highly complex or enterprise-wide IT projects using the Project Management Institutes’ current Project Management Body of Knowledge
5+ years of leadership experience
Experience and proficiency with Microsoft Project Online
Experience with Jira and/or Azure DevOps is preferred
Extensive knowledge and expertise in the use of Project Management methodologies and tools
