Job Summary: An employee in this classification performs work of moderate difficulty by directing and implementing the prescribed ECC TRIO Student Support Services and Student Support Services – English as a Second Language grants from the Department of Education. This position will follow guidelines for the Education Department of General Administrative Regulations (EDGAR) and the Office of Management and Budget (OMB) and to report results to EDGAR and OMB. Work is distinguished by the ability to effectively administer program support services to ensure achievement of grant goals and objectives. General supervision is received by the assigned manager. Required Knowledge, Skills & Abilities : 1. Master’s degree in Student Personnel, Counseling, or related field 2. Three to five years professional experience in post-secondary education, TRIO projects, or related fields 3. Previous supervisory experience preferred. 4. Experience collaborating with partners to effectively implement programming. 5. Experience with annual budget preparation aligned with grant application and regular budget monitoring methods 6. Considerable knowledge of evidence-based practices demonstrated to improve college outcomes for disadvantaged youth 7. Good knowledge Legislation and Electronic Code of Federal Regulations (CFR) related to TRIO grants, applicable TRIO grant application, award, and annual reporting processes 8. Ability to manage ECC’s TRIO grant application commitments and ECC student services and resources. 9. Considerable skill in processes related to academic advising, career advising, transfer advising, and financial aid application and awards. 10. Considerable skill in understanding challenges facing low-income students/families; students who are the first in their families to attend college; students with disabilities; and whose first language is not English. 11. Considerable knowledge of community resources available to support program participants and their families 12. Ability to communicate effectively, written and orally, in both English and Spanish strongly preferred. 13. Passion for working with students in identifying and preparing for their post-high school opportunities, especially low-income and first-generation college students. 14. Demonstrated ability to interact, work, and develop meaningful relationships with people of various cultural backgrounds. 15. Ability to handle multiple tasks and responsibilities simultaneously with attention to detail and accuracy. 16. Proven success in analyzing problems and developing creative and innovative solutions. 17. Analytical skills to synthesize data, identify patterns, and use evidence to inform actions 18. Proficiency in Microsoft Office Suite and Google applications 19. Ability to work a flexible schedule which includes days/evenings/weekends as needed by the department Desired Knowledge, Skills & Abilities: Essential Duties: 1. Hire, train, supervise, and evaluate grant-funded staff. Staff supervision includes assigning work to ensure implementation of grant services, providing consistent communication with staff to monitor performance, and determining next action steps in various situations. 2. Implement formative and summative evaluation plans for the program, aligned with the grant application. Continuously monitor evaluation data; adjust staff efforts accordingly to ensure maximum impact and student support. 3. Establish procedures and processes for record-keeping and data collection, including periodic audits of records for quality. Collaborate with ECC departments to gather data needed for required annual performance reports. Verify staff regularly use student-level data to monitor student achievement, program engagement, and other effective key metrics. 4. Coordinate program services in accordance with grant application. Establish regular monitoring to assess service implementation by staff. Partner with program staff to interview and select participants. 5. Develop and monitor grant budget. Implement budget modifications, as needed, to meet the directives of the grant and/or needs of students served. 6. Engage with community partners, ECC staff, program staff, and federal agencies to maximize support service delivery to participants. The Director ensures staff consistently communicate with ECC contacts and participants. The Director coordinates all internal ECC collaborations. 7. Ensure compliance with federal TRIO grant criteria. Serve as liaison between ECC/TRIO and the Department of Education. Ensure communication internally regarding grant changes and/or updates. Prepare proposals for continuation of funding as well as submission of required federal and ECC reports.
