To treat everyone with the kindness we all want To do our own part to take care of the place where we live and work  To take the time to help each other achieve our goals and aspirations Under the direction of Vice President of Management Operations, the Director of Resident Services & Community Partnerships is responsible for leading trauma-informed resident services across affordable and mixed-income communities in Pittsburgh and Baltimore.
This newly created role serves as the company’s subject matter expert on resident services, supportive housing strategies, and community engagement. The Director will design focused programs prioritizing community building and household well-being while ensuring compliance with HUD, PHFA, and DHCD requirements. They will lead the launch and operational management of services during lease-up, oversee ongoing program delivery, and guide TREK’s involvement in community planning initiatives. Acting as a key connector between TREK, residents, community partners, and public agencies, this position fosters collaboration and holds site teams accountable to service standards without direct supervisory authority. This role requires a systems builder and strategic thinker who can balance priorities, apply trauma-informed care principles, and influence across departments.

Design and implement a trauma-informed, portfolio-wide resident services framework focused on Community Building and Household Well-Being, including KPIs, toolkits, and policies.
Identify priority service areas that balance resident needs and organizational capacity. Serve as an internal expert on resident services practices and HUD, PHFA, and DHCD regulations and funding. Define KPIs and outcome measures for services and partnerships. Develop data collection, storytelling, and reporting systems for HUD, PHFA, DHCD, and other stakeholders. Use data to drive strategy, improve performance, and demonstrate impact. Draft supportive services plans for new developments, aligned with HUD, PHFA, and DHCD expectations. Lead the launch and operational setup of resident services during lease-up, ensuring programs meet standards, partner expectations, and resident needs. Lead TREK’s role in property-based plans to ensure meaningful resident engagement and authentic community input and development/implementation of a supportive services plan. Act as TREK’s connector to the Choice Neighborhoods People Plan, ensuring seamless resident transitions and participating in relevant engagements. Map and cultivate local service provider networks and connect agencies to site teams; follow up to resolve challenges and ensure implementation. Provide dotted-line leadership to Resident Services Coordinators, collaborating with Community Managers who supervise them. Develop training, tools, and shared expectations to ensure quality, consistent service delivery. Promote a culture where operations and resident services are collaborative partners. Work closely with the Director of Property Operations to align strategies, track progress, and meet shared goals. Help shape practices supporting residents facing housing instability, domestic violence, behavioral health, and other urgent needs. Ensure services are dignified, trauma-informed, and discreet. Design culturally responsive services accessible across languages and abilities, addressing systemic inequities. Promote trust and belonging among underserved or marginalized residents. Identify funding sources (grants, philanthropy, contracts) to support and expand resident services. Collaborate on budgeting and resource planning with development and operations teams. Maintain knowledge of policy trends and funding opportunities relevant to affordable housing and supportive services. Education & Experience:
Bachelor’s degree in Social Work, Community Development, Urban Planning, Public Administration, or a related field; Master’s degree preferred.
Minimum 5 years of experience in affordable housing resident services, community development, or related fields. Knowledge of HUD programs and affordable housing regulations, including PHFA and DHCD guidelines, Choice Neighborhoods, RAD, LIHTC, and Section 8 programs or the ability to learn quickly. Proven success in designing and managing resident services programs with a trauma-informed and equity-centered approach. Experience in partnership development across public agencies, nonprofits, and community organizations. Strong strategic thinking and project management skills, with the ability to influence and collaborate effectively across departments and external partners. Skilled communicator, able to engage with diverse audiences including residents, property teams, funders, and government agencies. Self-motivated and resourceful with the ability to build new systems and frameworks with limited precedent. Proficiency with data collection, evaluation, and reporting related to program outcomes and compliance. Physical Demands & Work Environment:
The employee is regularly required to move around the building or site.
Requires travel to other buildings and sites dependent on business needs. Must work under deadlines and ability to meet deadlines.
