JOB SUMMARY
Under the general direction of the Assistant City Manager, the Director of Library Services directs and manages the operations of the City's library system while serving as a creative leader who develops innovative programs and community partnerships. Designs, implements, and evaluates dynamic library programs and services that engage diverse populations and position the library as a vibrant community hub. Supervises assigned library staff with a focus on professional growth and mentorship.
SUPERVISION
RECEIVES direct supervision from the Assistant City Manager.
EXERCISES direct supervision over the Library staff.

Administration
Develop, implement, and evaluate strategic long-range and short-range plans to determine goals and objectives for library services and programs.
Oversee daily library operations and the delivery of innovative library services, programs, and activities that meet evolving community needs.
Serve as a member of the City's management team, providing information and recommendations regarding library operations and community impact.
Participate in, oversee, and manage the administration of the department budget, including budget projections and justifications for the annual budget.
Direct the forecast of additional funds needed for staffing, equipment, materials, and supplies.
Recommend and administer departmental policies and procedures that ensure operational efficiency, effectiveness, and safety.
Achieve goals as outlined in the City Strategic Plan while advancing the library's mission and vision.
Library Collection and Services
Perform professional library duties including selecting books and materials using ALA-approved tools and following guidelines set forth in the Library collection development policy.
Conduct systematic and judicious evaluation and weeding of materials to maintain a current, relevant collection.
Ensure library materials are properly processed, maintained, and accessible to the community.
Oversee electronic resources, online catalog systems, eBook consortiums, and digital databases to provide comprehensive information access.
Manage inquiries relating to local history and genealogical information, ensuring effective research support.
Respond to requests for library statistics from State and Federal agencies, including the Texas State Library Annual Report.
Research and apply for grants and additional funding sources to supplement library collections and services.
Program Development and Innovation
Develop and implement creative, engaging programs that serve diverse community demographics and interests, from early childhood to senior citizens.
Design innovative programming that transforms the library into a vibrant community hub, including maker spaces, technology training, cultural events, and lifelong learning opportunities.
Establish partnerships with local organizations, schools, businesses, and nonprofits to expand program offerings and community reach.
Create signature programs and events that distinguish the library as a destination and increase community engagement.
Evaluate program effectiveness through data collection and community feedback, continuously improving and expanding successful initiatives.
Secure funding for programs through grants, sponsorships, and community partnerships.
Lead efforts to reimagine library spaces to support diverse programming needs and flexible community use.
Stay current with national programming trends and best practices, adapting innovative concepts to local community needs.
Community Engagement and Public Relations
Respond to and resolve customer complaints, concerns, and questions regarding library policies and procedures with professionalism and diplomacy.
Build and maintain relationships with public, civic, educational, and private organizations to enhance library services and community partnerships.
Participate in regional library collaborations with counties, colleges, universities, and school districts, including resource sharing initiatives.
Represent the library and city at community events while actively seeking opportunities to participate in and support local events, festivals, and community initiatives that align with the library's mission.
Oversee the library's social media platforms and digital marketing efforts to ensure active community engagement, program promotion, and growing online presence that reflects the library's dynamic role in the community.
Board and Organizational Relations
Serve as the primary staff liaison to the Friends of the Library group, fostering productive partnerships.
Recommend new policies and program revisions to the Library Board of Directors based on community needs and best practices.
Keep the Library Board of Directors informed of changes in state library requirements and industry trends.
Compile comprehensive reports related to library services and performance metrics as requested by the Board.
Personnel Management and Development
Supervise, direct, and provide leadership to library staff, fostering a collaborative and professional work environment.
Provide clear direction and vision to assigned staff in the operation of library services and programs.
Conduct annual employee performance reviews and ensure staff meet expectations of their roles and responsibilities.
Address performance deficiencies through coaching and development; implement disciplinary procedures when necessary.
Coordinate with Human Resources in the recruitment, selection, and onboarding of department personnel.
Prioritize staff development by identifying and providing training, continuing education, and professional growth opportunities that build skills and prepare emerging leaders.
Create mentorship programs and succession planning initiatives to develop the next generation of library leadership.
Support staff attendance at conferences, workshops, and professional development activities that enhance both individual capabilities and organizational effectiveness.
Strategically assign staff resources to achieve program and service objectives efficiently.
Process bi-weekly payroll timesheets accurately and efficiently for submission to Human Resources.
Other Duties
Travels to attend meetings, conferences and training.
Performs other related duties as assigned by the Assistant City Manager.
Regular and consistent attendance for the assigned work hours is essential.

MINIMUM QUALIFICATIONS
Education, Training and Experience Guidelines:
Master’s degree in Library Science (MLS) from an accredited American Library Association University and five years of progressively responsible experience in public library work; including two years of professional management experience or equivalent combination of education and experience equivalent to an MLS.
Knowledge of:
Library classification, cataloging, and reference systems
Library automation systems and information retrieval technologies
Methods, policies, practices, principles, and procedures of professional library work
Record keeping, library reporting principles, and records retention regulations
Library management practices, strategic planning, and performance measurement
RFID technology in libraries and emerging library technologies
Budget preparation, monitoring, and financial management
Computer applications, including proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook)
Current trends in public library services and community engagement
Program development, event planning, and community outreach strategies
Partnership development and collaborative programming approaches
Skills and Abilities:
Skill in effective oral and written communication.
Skill in planning, developing and implementing department procedures and objectives.
Skill in effectively leading, supervising and delegating duties to assigned staff.
Skill in resolving customer complaints and concerns.
Ability to design, direct, coordinate, plan, and administer a City library program.
Ability to analyze, develop and administer sound policy and procedural recommendations.
Ability to meet the physical requirements necessary to safely and effectively perform the assigned duties.
Ability to select, supervise, train and evaluate Library staff.
Ability to represent the public image of the City of Belton both in the community and at professional meetings.
Ability to attend City Council meetings, board meetings and seminars after normal working hours. Some travel is involved and incumbent must provide his/her own transportation.
Ability to plan, implement, and monitor assigned department budget.
Ability to exercise judgment and utilize discretion with tact.
Ability to engage in visionary Library strategic planning.

LICENSES AND/OR CERTIFICATIONS
Certified Public Library Administrator Certification (CPLA) through an accredited agency is strongly preferred.
PHYSICAL DEMANDS / ENVIRONMENTAL FACTORS AND CONDITIONS
Work is performed in a public library environment.
May be subject to repetitive motion, such as data entry and vision to monitor.
May be subject to occasional bending, reaching, kneeling and lifting, such as retrieving or replacing books and materials.
Must be able to lift up to 30 pounds.
Requires standing and sitting.
