Job Description
Under the supervision of the Senior Advisor/Director of Community Based Services, and in close collaboration with the Medical Director of Crisis Services, the Director of B-HEARD is responsible for the oversight of B-HEARD Program and is responsible for developing and directing new crisis response initiatives within the Office of Behavioral Health. The Director of B-HEARD will lead all aspects of the B-HEARD program, including program administrative and clinical operations, compliance with local, state and federal regulations, collaboration with partnering agencies, staff development, program expansion, strategic partnerships, external communications, program evaluation and quality assurance/quality improvement initiatives. General tasks and responsibilities will include: Oversee program operations, policies, budget, data analysis, and overall operations of the B-HEARD Program. Oversee the training program and continuing education of all B-HEARD staff. In collaboration with the Medical Director, oversee clinical operations and quality assurance/quality improvement initiatives of the B-HEARD Program. Establish and maintain effective workflows and cross-functional coordination between clinical, administrative, and data teams to ensure cohesive service delivery. Develop program reports and briefings for executive leadership, funders, and external oversight bodies, using data and narratives to highlight program impact and opportunities. Oversee the selection, supervision, and professional development of B-HEARD staff. Ensure compliance with local, state and federal regulations Build strategic partnerships with community-based organizations and state agencies. Collaborate with partner agencies including FDNY, DOHMH, NYPD, and the Mayor’s Office of Community Mental Health. Represent the program in public forums, media engagements, and community events as needed. In collaboration with the Senior Advisor and Medical Director, lead the strategic direction of crisis response, size and programs within the Office of Behavioral Health. Collaborates with other municipalities on best practices within 911 mental health emergency response. Monitor emerging trends, research, and policy changes in behavioral health crisis response and integrate relevant developments into program strategy. Other responsible tasks and duties as directed by the Senior Advisor
Minimum Qualifications
1.Master's degree from an accredited college or university in Healthcare Administration, Health Care Planning, Business Administration, Public Administration or a related discipline; and seven (7) years of progressively responsible experience in health and medical service administration, public administration, personnel and labor relations, finance or appropriate functional discipline with an emphasis on planning, liaison and inter-organizational relationships, or related administrative or managerial functions; or 2.Bachelor’s degree from an accredited college or university in disciplines, as listed in “1” above; and eight(8)years of progressively responsible experience in areas, as listed in “1”; or 3.Satisfactory equivalent combination of education, training and/or experience. However, all candidates must have a minimum of a Bachelor’s degree in disciplines, as listed in “1” above.
Department Preferences
At least Eight years of full-time experience planning, developing and monitoring programs, systems and/or procedures in support of administrative management initiatives, five years of which must have been in a responsible managerial or supervisory capacity Knowledge in:Crisis Intervention and Behavioral HealthHospital Administration and OperationsProgram Development Knowledge of fundamentals of hospital organization, administration and standards, regulations and laws applicable to hospital operations. Knowledge of principles of business and personnel administration, management functions and support service functions and ability to direct and supervise personnel. Experience with crisis work, serious mental illness, co-occurring substance use. Familiarity with high-risk patients and cultural sensitivity in community settings. Demonstrated leadership skills in the clinical environment Demonstrated teamwork and communication skills Clinical background preferred
