Overview Director Health & Safety NPL – Field Services at Clean Harbors. The Director focuses on ensuring health and safety performance, compliance, and alignment with customer expectations across the business line. This role is the senior HS technical resource with accountabilities regarding emergency response, railroad safety, asbestos abatement, confined space entry, lockout tagout. The role delivers effective operating standards, influences performance, and defines reliable process health metrics. It is the senior HS technical leader within the business to align the management system with corporate expectations and business applications for company-wide team safety and operational success. The senior HS technical leader will interact with other senior leaders to influence, sponsor, and drive change with strategic guidance and direct tactical support. This person will mentor other HS members to assist in their career growth and will interact with external customers and represent the business and company regarding HS compliance; performance capabilities; systems and processes. Oversee and manage Health & Safety Representatives (temporary and/or contracted safety support used during NPL tasks/events). Collaborate with NPL leadership, the SVP of Health and Safety, and other regional Health and Safety personnel to address health and safety issues and facilitate the implementation of CHESI Health & Safety programs. Audit performance and ensure compliance with policies, programs, and procedures. Assist in developing and reviewing safety and health plans, job hazard analyses, and other permits required to complete NPL tasks. Identify new health and safety program needs or necessary updates to existing programs. Advise and represent the company during regulatory actions. Conduct on-site health and safety audits and inspections. Complete and submit project HS plans; coordinate within negotiated timeframes, and support operations in project H&S planning. Notify senior leadership of occupational health and safety matters when inspections occur, including details such as reason for inspection, individuals involved, location and contact information. Prepare, review, and communicate safety work plans, site-specific safety and health plans, JHA, and required permits. Oversee employee safety training programs; contribute to the development and implementation of Corporate Health and Safety Programs; conduct employee training sessions. Attend operations meetings to discuss health and safety concerns; serve as a member of Health & Safety Committee(s); lead safety meetings; participate in NPL – Field Service calls. Respond to emergencies and incidents; provide health and safety assistance during events; report accidents and incidents; provide technical support during emergency responses and handling of hazardous substances; audit labeling systems. Oversee air monitoring and exposure assessment programs for the NPL organization. Manage inspection and testing of safety equipment and maintain gear; calibrate field survey tools; inspect rescue equipment to ensure maintenance and operation; arrange calibration of analytical equipment. Handle injury and incident reporting and follow-up; generate weekly reports; audit SDS logs and OSHA Form 300; provide technical support during bids. Conduct site surveys to ensure compliance with Corporate Health and Safety policies and guidelines; prepare site survey reports and discuss results with site leaders. Ensure notifications to regional or corporate management in case of severe incidents; ensure permits and paperwork are complete for each work crew. Collaborate with NPL – Field Service customers and regulatory agencies (e.g., CSX, Southern, OSHA, EPA State asbestos regulators). Other duties as assigned. Qualifications Bachelor’s Degree in Health, Safety and/or Environmental required. 7-10 years of experience. Emergency management, railroad, and/or asbestos experience preferred. Certification as an Industrial Hygienist (CIH) or Safety Professional (CSP), or ability to obtain within three years. Six Sigma experience. Exceptional communication skills, verbal and written. People and team development. Ability to project manage and facilitate multiple projects and tasks. Ability to work and make decisions independently. Advanced PC and IT skills and demonstrated capability (management systems, programs, databases). Ability to anticipate and formulate solutions to health & safety issues. Ability to proactively identify safety and health issues and concerns. Excellent knowledge of Federal and State safety and health regulations.
