Position Summary: The Director, Finance oversees the execution of short and long-term strategies to support financial and business goals pertinent to the Research department. This position serves as the lead financial position for the research activities at Children's Health and advises on best practices in research financial administration. This position also maintains integral relationships with principal investigators, cultivates and manages key relationships with physicians, the research community and other key constituents, in order to achieve departmental goals. The individual in this role will research and implement key initiatives and opportunities to improve efficiency of financial operations by reducing unnecessary expenses and identifying uncaptured revenue. Additionally, this individual participates in the development of research administration training and helps develop team members as needed, contributes to and supports a team environment and is able to balance other ad hoc projects as they arise. Highlighted Responsibilities: * Billing & RBR: Oversight and direction of EPIC Research Billing Review module for the Research Finance function; ensure billing compliance and revenue capture for all individual research projects and reconciliation with EPIC; ensure Children's Health invoices all billable items to appropriate studies, such as coordinator time, clinical and laboratory procedures, supplies, equipment and participant stipends, for all sponsored or grant funded studies. Billing oversight includes both UTSW studies; as well as studies contracted directly with industry sponsors by Children's Health affiliates. This also includes the administration of patient stipend billing process and management of service contract with third party stipend process vendor. * Grant Management: Oversight and direction of both pre and post award financial process for Children’s Clinical Research Advisory Committee (CCRAC). Collaborate with Children's Health Foundation staff and leaders to ensure study expenses and salaries reimbursable by restricted funds and CCRAC grants are properly managed; assist research faculty with accessing funds awarded through CCRAC grants and monitor spending for the duration of the grant. Assist principal investigators with grant budget creation and modification throughout the CCRAC process. Financial administration of various Children's Health supported grants including Mission Grants, Service Package Grants, Nursing CCRAC grants, and Foundation Off-cycle grants. * Research Fee Schedule: Responsible for the creation of the annual Research Fee Schedule including administrative fees, clinical procedure rates, laboratory and pharmacy rates. Process includes extensive coordination with Research leadership, Revenue Integrity, Laboratory and Pharmacy leadership. Management of other annual pricing components related to coordinator rates and other Children's Health personnel assisting with Research studies in our facilities. * UTSW Relationship Management: Primary responsibility for creation and management of Labor Service Order Agreements for coordinator salary reimbursement through extensive coordination with principal investigators (MDs), Children's Health Research Leadership, UTSW Grants and Contracts managers, UTSW department leadership, and the Children's Health Foundation. Assist and coordinate Service Order Agreement pricing for all UTSW studies performed at Children's Health. * Accounts Receivable Management: Continuous monitoring of A/R aging balances, coordinate with UTSW clinical and accounting departments to resolve all aging invoices over 30 days. Work closely with UTSW Sponsored Programs Administration prior to invoice issuance to ensure purchase orders are in place and adequate funding is available. Monthly and quarterly AR status reports to various Children's Health Research leadership. * Quality control: Oversight to include developing standards to increase efficiencies and ensure accuracy in research billing practices; ensure validation of annual Research Fee Schedule; ensures consistent and standardized processes, and timely response to requests; develop and track metrics with department leadership; monitor employee engagement work plans; reporting and trending of patient satisfaction scores. Lead the team in monthly invoice quality assurance review prior to invoice distribution to UTSW and sponsors. * Staff Management: Manage Financial Analysts including assignment of duties and responsibilities, financial management of departmental funds, performance evaluations and hiring/termination decisions with Sr Management. Monitor analyst performance in regard to effectiveness and accuracy, provide coaching to resolve issues, improve overall efficiency and competencies in the Research Finance department. * Financial Management: Monitor and analyze financial and budgetary performance, including explanation and justification of actual vs. budget variations; ensure financial viability through daily, weekly and monthly monitoring of financial variances; meet monthly with division leadership team to assess variances and look at ways to improve efficiency; oversee initiation of capital requests and monitors capital spending; oversee contract administration; and prepare and oversee the annual budgeting process that includes operations and capital for division that is reflective of / consistent with the annual strategic plan. Provide support and consultation on financial and operational issues to staff throughout all areas of the department. * Operational Management: Ensure new processes are consistent with division goals and priorities; support operational budget creation and review; identify and implement an accountable budget culture; provide budget summation and benchmarking analysis; review opportunities for the consolidation and structure; prepare transition plans for structural changes within the division. Scan the horizon for regulatory changes in research billing; summarize the key issues and recommend a course of action.
This is a full-time position working Monday through Friday. The position is primarily remote; individuals must be flexible to travel into the office a few times a month as needed. WORK EXPERIENCE * A minimum of 10 years' experience in Finance and Research Operations/Administration is required
EDUCATION * Four-year bachelor's degree or equivalent experience is required * Graduate or professional work or advanced degree; or equivalent experience is preferred
LICENSES AND CERTIFICATIONS * Certified Research Administrator certification is strongly preferred
