Overview
Directly manages public health programs. Supports all public health programs in the health system by coordinating system-wide policies, assisting in the development of clinic specific procedures, providing information and training, and developing contracts for supplies. Provides leadership and expertise for the Cherokee Nation Health Services Group in community-based disease prevention programs. Serves as advisor on all community health services. Ensures all public and community health programs are compliant with system-wide structure.

EDUCATIONAL REQUIREMENT Master's degree; no substitutions. EXPERIENCE REQUIREMENT An additional five (5) years experience in a related field. COMPUTER SKILLS An individual should have knowledge of Accounting software; Contact Management systems; Database software; Design software; Development software; Human Resource systems; Internet software; Manufacturing software; Order processing systems; Payroll systems; Project Management software; Spreadsheet software and Word Processing software. CERTIFICATES, LICENSES, REGISTRATIONS Must possess a valid driver's license with a driving history verified through a motor vehicle report that meets requirements for Cherokee Nation underwriting rating. OTHER SKILLS AND ABILITIES None listed. Routine duties shall include providing health care services to individuals eligible for services in accordance with the self-governance compact and funding agreement between the Cherokee Nation and the United States executed under the authority of the Indian Self-Determination and Education Assistance Act. Manages the public health programs that are operated at a system-wide level, including summer camps and grant programs. Assures that client needs are met in a timely, professional, friendly, caring and culturally-appropriate manner. Prepares, monitors and analyzes annual program budgets. Authorizes expenditures consistent with the approved budgets and any applicable guidelines of funding agencies for the assigned budget. Performs supervisory duties in accordance with Human Resources Policies and Procedures and any other applicable rules, regulations, and guidelines. Coordinates, designs and delegates activities and functions to appropriate staff. Provides determination, implementing results, and tracking for patterns. Ensures that safety and security are maintained and the laws are upheld, including laws and policies regarding patient confidentially. Submits required program reports and maintains records. Implements Cherokee Nation Division of Health Services management objectives. Supports the public health programs in the Cherokee Nation clinics. Visits each clinic quarterly to meet with health education staff and others to identify their needs and ways to support them. Assists clinics in achieving the goals of providing timely, friendly, caring culturally-appropriate, state of the art health care services. Acquires current information related to public health, disseminates it to appropriate staff in the clinics. Provides training to staff in the clinics and through system-wide meetings; and arranges access to training provided by others in this and related fields. Organizes and chairs system-wide meetings of public health staff. Coordinates the development of system-wide policies related to public health. Assists clinics in the development of system wide policies related to Health Promotion Disease Prevention (HP/DP). Conducts HP/DP supply cost analysis and works with eh tribal acquisition process to obtain the best products at the lowest costs. Upon request from the clinics, coordinates coverage when there are vacancies in HP/DP staff in the clinics, and provides coverage at the clinics when staff shortages arise. Assists in recruitment of HP/DP staff. Provides system-wide leadership relating to health promotion and community-based services. Assists in quality improvement activities by coordinating the participation of health educators, identifying national standards that can guide the development of policies and procedures, and by conducting periodic review of documentation in health records. Assures that files for credentials for health educators are maintained according to standards. Provides training and updates to health professionals about new approaches, strategies, laws regulations, and standard relating HP/DP. Identifies benchmark standards for staffing, productivity, and scheduling. Participations in policy analysis, budget analysis, and planning activities. Provides leadership to develop new HP/DP programs and writes grant proposals to seek funding for new HP/DP initiatives. Represents the Cherokee Nation in meetings at the regional, area, and national levels. Serves as an expert on matters relating to health promotional, disease prevention, and community organization. Researches current approaches, strategies, laws, regulations, standards, practices, clinical information, and trends in the field nationally, and suggests ways to integrate new information into the practices at the Cherokee Nation. Acquires current reference materials, articles, reports of research and other information for the discipline and shares them with others in the tribe as needed. Stays current on issues of professional ethics and advises Cherokee Nation health administrators on ethical issues as needed. Serves HP/DP Advisor for the Senior Clinic Directors and provides input on annual evaluations upon their request. Additional Duties. Responsible for establishment of the system wide design of the Community Health programs located within the Cherokee Nation Health Clinics. Supports the Community Health Programs in the Cherokee Nation Health Clinics. Provides system wide leadership relating to community health. Serves as an expert on matters relating to community health. Ensures Cherokee Nation Clinic Community Health Programs are in compliance with the system wide goals and objectives. Consults and advises community health managers regarding site specific program design and implantation. Ensures Cherokee Nation Clinic Community Health Programs are developed in accordance with the Cherokee Nation Health Services Guidelines for Clinical Care policies and procedures for Community Health. Develops annual system wide quality assurance plan for community health. Reviews and recommends training for community health managers and staff. Assists community health managers in evaluating Cherokee Nation Health Clinics Community Health Program. Identities system-wide community health needs. Identifies and reviews current national trends related to community health services. Seeks alternate funding opportunities for community health grants. Organizes and chairs system wide meetings of the community Health Managers. Assists in recruitment of community health staff. Ensures Cherokee Nation Health Clinics Community Health Programs are in compliance with accreditation criteria selected by Cherokee Nation Health Services. Participates in community health policy analysis. Represents the Cherokee Nation in meeting at the regional, area, and national levels regarding issues related to community health. Provides input related to community health to Cherokee Nation Health Services senior management team. Acts as advisor for all public and community health initiatives. Achieves and maintains public health accreditation. Other duties may be assigned. SUPERVISORY RESPONSIBILITIES Manages two subordinate supervisors who supervise a total of 5-20 employees in the Community Health Promotion department. Is responsible for the overall direction, coordination, and evaluation of these units. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
