Job Duties The Department of Medical Assistance Services (DMAS) is excited to offer a competitive opportunity to serve as the Deputy Director Programs. The selected competitive candidate will provide exceptional delivery of services to the agency’s Director's Office.
Job responsibilities will include, but are not limited to:
The Deputy of Programs functions as a key member of the Executive Leadership Team, responsible for strategic oversight, operational management for the Medicaid health care delivery system, regulatory compliance of the health plan’s Medicaid line of business and the Medicaid program.
This leadership role drives development, implementation, and optimization of Medicaid health care delivery system (which includes fee-for-service, managed care organizations and multiple large scale contracts) to improve health outcomes, ensure regulatory compliance, manage costs and enhance member experience.
As part of the agency Executive Leadership Team, the Deputy of Programs will work closely with the Governor’s office, Office of the Secretary of Health and Human Resources and other key agencies’ leadership.
The incumbent will work very closely with the Managed Care Organizations (MCOs) and will be the executive point person for the MCOs.
The incumbent will also have management responsibilities, leading three large division teams.
This role includes leadership of cross-functional teams, and coordination with internal departments.
Other key responsibilities include analysis of proposed legislation and testimony at legislative committee meetings and budgets.

Minimum Qualifications
Competitive candidates will meet these minimum qualifications:
Extensive experience with Medicaid, managed care, or public health systems and assessments of quality through metrics.
Extensive experience with vendor contract management (including Managed Care Organizations (MCOs) and other vendors).
Extensive experience with full lifecycle of procurements, including RFP drafting, procurement process, contract drafting, negotiations, execution, compliance, modifications and renewals.
Extensive experience with program development, implementation of strategic programs (including federal and state requirements) and other new initiatives to improve Medicaid programs and align with the agency’s mission and vision.
Extensive system experience with computer software such as Microsoft Office or similar software.
Extensive knowledge/experience with Medicaid (Medicaid and CHIP federal and state laws, regulations and policies), managed care or public health systems.
Extensive experience with meeting deadlines and managing multiple priorities/initiatives.
Extensive experience with managing relationships with the Administration, MCOs, stakeholders, and federal partners, such as Centers for Medicare & Medicaid Services (CMS).

Leadership skills necessary to analyze and articulate complex policy concepts, envision change, and promote creative and innovative approaches.
Considerable knowledge of value-based purchasing and delivery system reform.
Experience serving medically underserved populations or Medicaid members directly or via health plan experience.
Considerable experience of how to participate in the legislative process as a lead professional state agency representative.
Considerable work experience managing and leading teams/units, including management skills necessary to seek consensus, build teams, and manage conflict.
