Come Join Our Team! The North Carolina Department of Administration is seeking applicants for a Director for our Council for Women/ Youth Involvement division. This division is responsible for advocating for the needs of women and youth by identifying and assessing needs, collecting and distributing information and acting as a resource. The unit coordinates multiple boards: the NC Domestic Violence Commission, the NC CFW Advisory Board, the State Youth Leadership Council, and the State Internship Council and also coordinates the NC Internship Program, and the annual conference for SADD, Students Against Destructive Decisions. The unit oversees the state's grant programs to local Domestic Violence and Sexual Assault prevention and crisis providers. Key Responsibilities: This position is responsible for providing leadership and directing all personnel and program development. The individual in this position ensures that all statutory mandates are fulfilled, provides staffing and leadership to the Boards, Councils and related subcommittees, and guides the efforts of the division by implementing its strategic plan. Duties include: initiating the formation of goals to direct the division in the implementation of its programs based on past and current legislative and other mandates; managing the overall direction of all personnel, program development planning and implementation; serving on all grant review committees; evaluating internal agency procedures and initiating appropriate changes; gathering and compiling statistical data on the status and needs of women in NC and making available written reports and/ or position papers to the Governor, General Assembly and the public through the Department of Administration; representing the Deputy Secretary, Secretary, Governor and/ or Council at meetings with county councils or groups of other concerned citizens to discuss the projects, policies, and goals of the Council, as well as national and state regulations and perspectives on women's issues and rights; representing the agency on a local, regional, and statewide basis through meetings, speaking engagements, media contacts and in an advisory capacity. Division/ Department Overview The Department of Administration serves as the business manager for North Carolina state government and provides leadership to state government agencies for the effective, efficient, economical, and equitable delivery of services to the public. The department also provides assistance and services to several advocacy programs that serve diverse segments of the state’s population that have traditionally been underserved. The agency’s mission directs departmental efforts to: acquire, develop and maintain properties and facilities; create and operate an efficient system to purchase and dispose of goods and services to meet the needs of government agencies; provide excellent operational services to state employees; achieve fair and equitable opportunities and representation for various segments of the population that have special needs; and to provide administrative support to independent state government agencies. Management Preferences : Demonstrated ability to plan, coordinate and implement statewide programs with knowledge of grants development and management. Thorough knowledge and experience managing a budget and diverse workloads. Experience in policy analysis and development. Knowledge of women's educational, economic and health issues and understanding of state government processes. Strong computer skills, including extensive knowledge of Microsoft Word, Excel, Access and Outlook. NECESSARY REQUIREMENTS: Valid NC Driver's License with acceptable driving record.
