SUMMARY: The Community Planning & Development Director provides strategic leadership and professional management of the City’s planning, building, conveyance, historic preservation, and housing programs, and assists in the management of the floodplain program. This department head position oversees short- and long-term planning, operational goals, and the administration of departmental policies, procedures, and services. The Director performs highly responsible and complex administrative duties, including budget preparation and administration, and participates as a member of the Executive Management Team, serving as a key advisor to the City Manager. The Director ensures development policies and programs are fiscally responsible, pro-business, and aligned with Black Hawk’s governance philosophy. The position also oversees the Black Hawk Housing Authority, which manages rehabilitation, preservation, paint, radon reimbursement, and limited infill on existing residential-zoned vacant lots. The Director provides professional support to the Historic Preservation Commission, Design Review Committee, and other appointed bodies.

ESSENTIAL FUNCTIONS: The Director is responsible for planning, directing, and coordinating departmental operations, including developing and revising organizational structures. They supervise, evaluate, and train staff, oversee hiring and corrective actions, and ensure compliance with safety and conduct standards. In collaboration with the City Manager and City Council, they establish policies, programs, projects, and budgets, conduct financial analyses, and oversee citywide initiatives. The role requires attendance and presentations at City Council sessions, advising on land use, building services, conveyance, floodplain management, and historic preservation. The Director manages multiple programs—including Planning, Building, Conveyance, Historic Preservation, Housing Authority, and Floodplain—ensuring compliance with Federal, State, and local regulations. Responsibilities also include overseeing consultants and contracts, reviewing and updating codes and policies, maintaining departmental files, monitoring laws and trends, and implementing policy or procedural changes. They represent Community Planning and Development to officials, agencies, and the public, negotiate and manage contracts, respond to public inquiries, and stay current on best practices in planning and development review. Additional duties are assigned under the direction of the City Manager.

REQUIREMENTS: Education, Experience, Licensure and Certification, Required and Preferred Qualifications:

Minimum Qualifications:
  • Bachelor’s degree from a regionally accredited college or university with major coursework in planning, land use, or closely related field.
  • Seven (7) years of progressively responsible professional experience, shaping communities through planning, land use or a related discipline.
  • Four (4) years of proven leadership or supervisory experience guiding teams or projects.
  • AICP certification - or ability to obtain within one year of hire.
  • Valid Colorado Driver’s License with a safe driving record.

Preferred Qualifications

  • Master’s degree in planning, land use, public administration, or related field.
  • Hands-on experience with historic preservation commissions or Certified Local Government (CLG) programs.

Any equivalent combination of education and experience sufficient to successfully perform the essential duties of the job listed above may substitute on a year-to-year basis for preferred qualifications.
