Personalized Recovery Oriented Services is a mental health recovery and rehabilitation program that helps adults pursue and maintain meaningful life goals. Through group and individual work, participants learn skills to negotiate challenges in work, living, learning or social environments. STATEMENT OF THE JOB Under the direction of the Director of Field Operations for Behavioral Health, the Clinical Director V (PROS) has responsibility for administrative and managerial operations in Catholic Charities Neighborhood Services PROS programs with the census of ninety plus individuals. Responsibilities also include supervision of supervisory level staff in the outpatient programs, assuring that program staff carries out their job responsibilities in a professional and ethical manner and maintain availability to management staff for consultation during all program hours of operation. The Clinical Director V will be responsible for overseeing appropriateness and effectiveness of services, identification of gaps in the service delivery system, representing the Agency at meetings, conferences and public forums, strategic planning and implementation, development and implementation of processes and services that will improve the service delivery system, program development including monitoring supervision, compliance with budgets and contracts, agency policies and procedures, regulatory requirements and audit readiness and new initiatives. The Clinical Director V is responsible for the continuous evaluation and reviews of all services offered by the PROS program to ensure that services are based on the principles of recovery and are both meaningful and instrumental to the acquisition of the life goals desired by each participant. The Clinical Director V is responsible for ensuring that program is fiscally viable and providing any and all services that generate revenue to sustain the viability and efficacy of the program. The Clinical Director V will be expected to have no less than 110 or more enrolled clients on average. Planning, coordinating, identifying and implementing program outcomes and evaluation, strategic planning, accreditation efforts and program development. Providing some direct service to designated consumer population. Conducts weekly Team meetings to discuss new admissions, IRP, discharges, and programming and overall assessment of services provided. Provides / oversees weekly supervision of staff and graduate students. Monitoring appropriateness of staff development models, staff supervision and staff training. The position requires the ability to ensure coverage and supervision at the program level in programs or in situations which require 24 hours/7 day per week response. Ongoing marketing and outreach activities. Participation in trainings related to PROS services to include Motivational interviewing, Family Psychoeducation, Wellness Self-Management, Benefits management, work readiness and vocational services, IDDT, WRAP, Collaborative documentation, Cultural competence, and other trainings that relate to Rehab and Recovery. Involvement in the RFP process, CQI initiatives and other grant initiatives as needed. Job Requirements Master's Degree in Social Work from a nationally accredited institution. Valid NYS LCSW required. Upon eligibility, obtain/retain Medicare UPIN credential and Managed Care Provider applications. Minimum of 3 years' supervisory experience in Mental Health field. Requires a combination of skills in the following areas: administrative and clinical supervision and practice, design, operational oversight and evaluation of program services and staff, personnel management, budget development and control, property management, public relations, governmental relations, leadership development and team building skills. Must be well organized & computer literate. Strong leadership skills, ability to train and educate staff, and ability to motivate others. Must have excellent written and verbal communication skills including comfort with public speaking, lobbying and advocacy. Able to meet with residents and/or staff throughout facilities. Able to operate a computer keyboard, mouse, & office equipment. Frequently lifts and/or moves up to 10 pounds. Frequent sitting to write reports. Able to travel to multiple locations within the five boroughs as needed. Able to work flexible hours and days - including weekends/evenings/holidays according to needs of program.
